Warwick Agreement<br />
Transfer of undertakings (Protection of Employment) Regulations<br />
(TUPE). It was introduced to protect employees if <strong>the</strong> business<br />
in which <strong>the</strong>y are employed changes hands. Its effect is to move<br />
employees and any liabilities associated with <strong>the</strong>m from <strong>the</strong> old<br />
employer to <strong>the</strong> new employer by operation of law. See Box 4.2 for<br />
more detail.<br />
Value for Money is not about achieving <strong>the</strong> lowest initial price: It is<br />
defined as <strong>the</strong> optimum combination of whole life costs and quality.<br />

“Warwick” is <strong>the</strong> name given to over 100 policy commitments<br />
included in <strong>the</strong> final report of <strong>the</strong> July 2004 National Policy Forum<br />
(NPF) of <strong>the</strong> Labour Party. It is known as “Warwick” as <strong>the</strong> meeting<br />
was held at <strong>the</strong> University of Warwick.<br />
The Report formed <strong>the</strong> basis of <strong>the</strong> 2005 Labour Party Manifesto<br />
and was agreed after 4 years of discussion between <strong>the</strong> Labour<br />
Government, Labour Party Members, Trade Unions & Socialist<br />
Societies.<br />
The agreement covers <strong>the</strong> following areas; Fairness at Work;<br />
Pensions; <strong>Public</strong> <strong>Services</strong> and Manufacturing<br />
