fund, particularly <strong>for</strong> basic rate taxpayers.<br />
4.6 Retail d<strong>is</strong>tribution<br />
The quality of <strong>the</strong> retail d<strong>is</strong>tribution of pensions and savings products has, <strong>for</strong> a long<br />
time, been poor. Many <strong>for</strong>mer insurance salesmen metamorphosed into Independent<br />
Financial Adv<strong>is</strong>ers (IFAs), peddling products that <strong>the</strong>y often did not fully understand, 92<br />
supported by opaque remuneration structures. Whilst not attached to any particular<br />
provider, some IFAs’ independence was nullified by <strong>the</strong> pursuit of <strong>the</strong>ir own financial<br />
interests, at <strong>the</strong>ir clients’ expense. Some, <strong>for</strong> example, continue to collect trail<br />
comm<strong>is</strong>sion many years after a sale, yet are unobtainable <strong>for</strong> fur<strong>the</strong>r advice.<br />
Consequently, <strong>the</strong> IFA label has developed, at best, a mixed reputation. It <strong>is</strong> perhaps<br />
unsurpr<strong>is</strong>ing that few financial advice firms are profitable, and a significant number are<br />
poorly capital<strong>is</strong>ed; some 40% have regulatory capital of less than £50,000. 93<br />
4.7 The Retail D<strong>is</strong>tribution Review (RDR)<br />
The industry now faces <strong>the</strong> Retail D<strong>is</strong>tribution Review (RDR). The RDR <strong>is</strong> a fundamental<br />
review by <strong>the</strong> FSA of <strong>the</strong> effectiveness of d<strong>is</strong>tribution and associated regulatory <strong>is</strong>sues,<br />
conducted via a variety of industry feedback sessions and consultation papers. 94 Its<br />
scope has been extended to include group personal pensions (GPPs), which makes<br />
sense given that many of <strong>the</strong> flaws in <strong>the</strong> individual pension market are mirrored in <strong>the</strong><br />
GPP market.<br />
Due <strong>for</strong> implementation in 2012, with significant one-off costs to <strong>the</strong> industry, 95 <strong>the</strong> RDR <strong>is</strong><br />
intended to place a clear dividing line between sales and advice, and heralds major<br />
implications <strong>for</strong> <strong>the</strong> industry, particularly d<strong>is</strong>tributors. Its main proposals include:<br />

banning comm<strong>is</strong>sion-based salespeople, to be replaced by fee-based<br />
professional adv<strong>is</strong>ers;<br />
banning factoring, whereby providers advance funds to adv<strong>is</strong>ers to cover <strong>the</strong><br />
initial cost of advice (so that consumers may pay over time). Th<strong>is</strong> should reduce<br />
