Rashad Khaleefah says,<br />

"It is an established<br />

economic principle that excessive<br />

interest on loans can utterly destroy a whole country.<br />

During <strong>the</strong> last few years we have witnessed <strong>the</strong><br />

devastation <strong>of</strong> <strong>the</strong> economies <strong>of</strong> many nations where<br />

excessive interest is charged. Normal interest - less<br />

than 20% - where no one is victimized <strong>and</strong> everyone<br />

is satisfied is not usury."<br />

The 20% condition is not mentioned in <strong>the</strong> Qur'aan.<br />

To emphasize that <strong>the</strong> Qur'aan does not need<br />

supplementary explanations, <strong>the</strong> <strong>Hadeeth</strong>-rejecters<br />

quote, "We have neglected nothing in <strong>the</strong> Book, <strong>the</strong>n unto<br />

<strong>the</strong>ir Lord <strong>the</strong>y (all) shall be ga<strong>the</strong>red."<br />

"And We have sent down to you <strong>the</strong> Book (<strong>the</strong> Qur'aan)<br />

as an exposition <strong>of</strong> everything…"<br />

For <strong>the</strong> correct underst<strong>and</strong>ing, we refer to <strong>the</strong><br />

complete verse, i.e., "There is not a moving (living)<br />

creature on earth, nor a bird that flies with its two wings,<br />

but are communities like you. We have neglected nothing<br />

in <strong>the</strong> Book, <strong>the</strong>n unto <strong>the</strong>ir Lord <strong>the</strong>y (all) shall be<br />

ga<strong>the</strong>red."<br />

One interpretation is that '<strong>the</strong> Book' in this verse<br />

refers to <strong>the</strong> preserved tablet in which Allah has recorded<br />
