durum Çin ve Kazakistan işbirliği açısından<br />
ne ifade ediyor?<br />
Kazakistan-Çin işbirliğiyle hayata geçirilen<br />
başarılı projelerden biri de Çin’in<br />
Lianyungang limanında bir lojistik<br />
terminalinin oluşturulması. Bu liman,<br />
Kazakistan’a giden ve Kazakistan’dan gelen<br />
yükün toplandığı ana merkezlerden biri,<br />
aynı zamanda Orta ve Güneydoğu Asya’ya<br />
ve Çin’in iç limanlarına ulaşan yükler için<br />
başlıca transit liman konumunda. Limanın<br />
6 ayda 64 bin TEU konteyner elleçleme ve<br />
125 ths dökme yük hacmine ulaşmasıyla<br />
projenin etkinliği de kanıtlanmış oldu.<br />
<strong>2015</strong> yılının sonunda yük hacminin 250 bin<br />
TEU’ya yükselmesi, 2020 yılında ise iki<br />
katına çıkması bekleniyor.<br />
Projenin ikinci fazında 449 hektarlık lojistik<br />
alanının inşaat çalışmalarının başlaması<br />
planlanıyor. Bu çalışmalar kapsamında<br />
ulaştırma ve lojistik alanı, uluslararası<br />
ticaret alanı ve dökme yük ile demir olmayan<br />
metaller için endüstriyel işleme alanını<br />
kapsayan bölgenin 2016 yılında yapımına<br />
başlanması öngörülüyor. Projenin potansiyel<br />
paydaşları ise Şangay İşbirliği Örgütü<br />
üyelerinin ticari, endüstriyel, ulaştırma ve<br />
lojistik şirketleri.<br />

Turkey have been considering a joint project<br />
to create the Steering Committee for the<br />
development of the Trans-Caspian international<br />
transport route (TMTM).<br />
As a result of the joint activity in June of<br />
this year, we plan to launch a demonstration<br />
container train on the route China-<br />
Kazakhstan-Azerbaijan-Georgia-Turkey.<br />
Kazakh, Russian and Belarusian railways<br />
created a united transport and logistics<br />
company (OTLK). The aim is to increase<br />
transit capacity of Member States, have<br />
access to the high-yield segments of the<br />
freight market, and to create the Common<br />
Economic Space within a single unified<br />
platform for the organization of container<br />
traffic in transit traffic.<br />
The major objectives are to provide consumers<br />
integrated transport and logistics<br />
services with the principle of “one window”<br />
based on common transport technologies<br />
and general price policy, as well as<br />
more efficient use of rolling stock and rail<br />
infrastructure, including the optimization<br />
of logistic schemes.<br />
Kazakhstan is the first stop of the<br />
Silk Road, especially for China on the<br />
Pacific coast of the continent. What<br />
is the importance of this in terms of<br />
China-Kazakhstan cooperation?<br />
One of the successful projects of the<br />
Kazakh-Chinese cooperation is a joint project<br />
for the construction of a logistics terminal<br />
at the Chinese port of Lianyungang,<br />
which is the main point of the consolidation<br />
of cargo flows to/from Kazakhstan,<br />
and key transit port for transshipment of<br />
cargoes to/from Central and South-East<br />
Asia, as well as inland ports China. The<br />
project has already demonstrated its effectiveness<br />
(for 6 months the terminal<br />
handled more than 64 thousand containers<br />
in TEUs and 125 ths tons of bulk cargo). By<br />
the end of <strong>2015</strong>, it is expected that the volume<br />
of cargo will reach up to 250 thousand<br />
TEUs, followed by 2-fold increase by 2020.<br />
In the second phase of the project, it is<br />
planned to begin construction of the logistics<br />
zone of 449 hectares, including the<br />
transport and logistics area, the area of <br />
international trade and industrial processing<br />
zone of bulk cargo and non-ferrous<br />
metals in 2016. Potential participants in<br />
the project are commercial and industrial,<br />
transport and logistics companies of the<br />
countries - members of the SCO.<br />
