DEPARTMENT OF INTERNATIONAL RELATIONS AND COOPERATION1.1 Diplomatic ListSection 9 ofthe ActThe Department maintains a complete and current list of persons conferredwith privileges and immunities in terms of section 9(1) of the Act consistingof diplomatic, consular and international organisation Offices,representatives and members of family officially recognised by the sendingState and accepted as such by the Republic of South Africa as the receivingState. This list is managed and made publicly available as prescribed bySections 9(2) and (3) the Act.1.3 Appointments and AccreditationAppointmentof a Head of aDiplomaticMission1.3.1 The Branch: State Protocol is processing the request for agrémentfor the President to approve the appointment of a foreign Head of aDiplomatic Mission as specified in Section 84(2)(h) of theConstitution. The Head of Mission does not enter the Republicprior to the granting of agrément.Arrival of anewlyappointedHead of aDiplomaticMission1.3.2 On first arrival in the Republic of South Africa, a newly appointedHead of a Diplomatic Mission will be met at the Oliver TamboInternational Airport by the Chief of State Protocol or, in hisabsence, by his / her representative.Page 10 of 90
DEPARTMENT OF INTERNATIONAL RELATIONS AND COOPERATIONCredentialCeremony1.3.3 As soon as possible after arrival the Head of a Diplomatic Missionhands to the Chief of State Protocol a copy of his/her Credentialsconsisting of the Letter of Credence (Ambassadors) or the Letter ofCommission (High Commissioners) and the Letter of Recall ofhis/her predecessor. State Protocol thereupon approaches thePresidency to arrange for a ceremony for the presentation of thecredentials to the President. The designated Head of a DiplomaticMission may not undertake official duties prior to handing overhis/her Credentials issued by the Head of the sending State to thePresident.Appointmentof a Chargéd’Affaires entitre1.3.4 In the case of a Chargé d’Affaires en titre, he/she requests forappointments to call on the Deputy Minister and the Minister ofInternational Relations and Cooperation. An appointment will bemade for a Chargé d’Affaires en titre to hand his/her original letterof appointment to the Minister of International Relations andCooperation.Appointmentof a Head of aConsular Post1.3.5 The Branch: State Protocol is processing the request for recognitionfor the President to approve the appointment of a foreign Head of aConsular Post as specified in Section 84(2)(h) of the Constitution.Subsequently, the Department accredits a Head of a Consular Postin terms of Article 12(3) of the Vienna Convention on ConsularRelations, 1963, incorporated into South African domestic law asSchedule II to the Act, stating:Page 11 of 90
