Diplomats entering <strong>the</strong>Republic without <strong>the</strong> Department having agreed to <strong>the</strong> expansi<strong>on</strong> in<strong>the</strong> size <strong>of</strong> <strong>the</strong> missi<strong>on</strong> beforeh<strong>and</strong> are not accredited. They returnto <strong>the</strong>ir country <strong>of</strong> origin until c<strong>on</strong>sensus is reached <strong>on</strong> <strong>the</strong> size <strong>of</strong><strong>the</strong> missi<strong>on</strong> <strong>and</strong> <strong>the</strong> required posts are created to accommodate <strong>the</strong>additi<strong>on</strong>al members <strong>of</strong> <strong>the</strong> staff <strong>of</strong> <strong>the</strong> missi<strong>on</strong>.<strong>Diplomatic</strong>IdentityDocument1.3.9 Certificates <strong>of</strong> identity are issued by <strong>the</strong> Department to pers<strong>on</strong>srepresenting foreign Governments <strong>and</strong> Internati<strong>on</strong>al Organisati<strong>on</strong>sc<strong>on</strong>ferred with immunity who are <strong>of</strong>ficially recognised by <strong>the</strong>sending State / Internati<strong>on</strong>al Organisati<strong>on</strong> <strong>and</strong> legally accreditedwith <strong>the</strong> Department. The certificate <strong>of</strong> identity is a means <strong>of</strong>identificati<strong>on</strong> to <strong>the</strong> private <strong>and</strong> public sector, including lawenforcement agencies. The certificate <strong>of</strong> identity remains <strong>the</strong>property <strong>of</strong> <strong>the</strong> Department, <strong>and</strong> must be returned to <strong>the</strong> Departmentup<strong>on</strong> request <strong>and</strong>/or departure. The Department will not accredit anincoming representative without <strong>the</strong> return to <strong>the</strong> Department forcancellati<strong>on</strong> <strong>of</strong> all <strong>the</strong> certificates <strong>of</strong> identity <strong>of</strong> <strong>the</strong> predecessor,his/her members <strong>of</strong> <strong>the</strong> diplomatic household <strong>and</strong> diplomaticvehicle number plates.Term <strong>of</strong> duty1.3.10 For wrapping up <strong>of</strong> affairs at <strong>the</strong> end <strong>of</strong> term <strong>of</strong> duty <strong>of</strong> a transferredrepresentative, <strong>the</strong> Department will allow for a period <strong>of</strong> two weeksby having <strong>the</strong> validity <strong>of</strong> <strong>the</strong> Substituti<strong>on</strong> <strong>of</strong> <strong>the</strong> TemporaryPage 13 <strong>of</strong> 90
