DEPARTMENT OF INTERNATIONAL RELATIONS AND COOPERATIONEnlargementof staffestablishmentreceiving State with the prerogative to determine the size ofdiplomatic Missions in its territory. Diplomats entering theRepublic without the Department having agreed to the expansion inthe size of the mission beforehand are not accredited. They returnto their country of origin until consensus is reached on the size ofthe mission and the required posts are created to accommodate theadditional members of the staff of the mission.DiplomaticIdentityDocument1.3.9 Certificates of identity are issued by the Department to personsrepresenting foreign Governments and International Organisationsconferred with immunity who are officially recognised by thesending State / International Organisation and legally accreditedwith the Department. The certificate of identity is a means ofidentification to the private and public sector, including lawenforcement agencies. The certificate of identity remains theproperty of the Department, and must be returned to the Departmentupon request and/or departure. The Department will not accredit anincoming representative without the return to the Department forcancellation of all the certificates of identity of the predecessor,his/her members of the diplomatic household and diplomaticvehicle number plates.Term of duty1.3.10 For wrapping up of affairs at the end of term of duty of a transferredrepresentative, the Department will allow for a period of two weeksby having the validity of the Substitution of the TemporaryPage 13 of 90
