DEPARTMENT OF INTERNATIONAL RELATIONS AND COOPERATIONArrangement:Characteristics3.2.3 The spousal employment arrangement through an Exchange <strong>of</strong><strong>Diplomatic</strong> Notes has <strong>the</strong> following characteristics:Reciprocity(a)The principle <strong>of</strong> reciprocityThe principle <strong>of</strong> reciprocity applies to States. The Department will<strong>on</strong>ly agree to facilitate <strong>the</strong> employment <strong>of</strong> spouses within a specifiedpolicy framework if a Foreign Ministry will agree to do <strong>the</strong> same forSouth African diplomatic spouses abroad. The spousal arrangementregulates employment by all qualifying spouses from a particularcountry. The principle <strong>of</strong> reciprocity is c<strong>on</strong>firmed by an exchange <strong>of</strong><strong>Diplomatic</strong> Notes that will c<strong>on</strong>stitute a spousal arrangement withSouth Africa. The Department keeps a database <strong>of</strong> spousalemployment arrangements in South Africa for record purposes.SA diplomaticspouses abroad(b)The Department’s policy regarding employment <strong>of</strong> SouthAfrican spouses abroadSouth African spouses are in principle authorised to c<strong>on</strong>tinue <strong>the</strong>ircareers abroad <strong>and</strong> render services to <strong>the</strong> community <strong>and</strong> <strong>the</strong>principle informs <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> spousal agreements forforeign spouses when determining whe<strong>the</strong>r a spousal arrangementwill be c<strong>on</strong>cluded with a particular country.Page 56 <strong>of</strong> 90
