DEPARTMENT OF INTERNATIONAL RELATIONS AND COOPERATIONDriving underthe influence1.12.8 For a second, serious traffic offence, the Department willautomatically request the withdrawal of the offender, or de-registerthe person. The Department may also, where extremely gravetransgressions have occurred, resort to declare the offender personanon grata and/or request that the offender's immunity be withdrawnto be brought before a court to stand trial.1.12.9 Drivers should therefore familiarise themselves with thestipulations of the relevant traffic regulations before venturing onSouth African roads. A brief synopsis of the most importantelements of the regulations are as follows:(a)Driving under the influence of drugs or alcohol is considered a veryserious offence in South Africa. Mission personnel should acquaintthemselves with the legal alcohol limit allowed when driving amotor vehicle.(b)Should Mission personnel refuse to be subjected to a blood orbreath alcohol test, the Department of International Relations andCooperation may view such a refusal as a possible transgression ofthe Republic’s drinking and driving laws and reserves the right totake further action.Page 34 of 90
DEPARTMENT OF INTERNATIONAL RELATIONS AND COOPERATIONSpeed Limits1.12.10 Prescribed speed limits must be observed at all times andsufficient time must be allowed when planning appointments toavoid speeding.1.12.11 Mission staff should at all times cooperate with law enforcementagents when caught speeding and are required to give their fullcooperation to local law enforcement agents and present theircertificates of identity issued by the Department, for verificationpurposes.Distancesbetweenmotorvehicles1.12.12 Guidelines for following distances between vehicles must beadhered to.Overtaking ofvehicles1.12.13 Overtaking of vehicles where it is not permitted, i.e. a solid singlewhite line or double white lines between lanes of traffic travellingin the opposite direction, or approaching any spot where the view isrestricted to such an extent that overtaking could be hazardous totraffic approaching from the opposite direction.Traffic Lightsand otherroad signals1.12.14 Traffic lights, stop signs and other road signals should be respectedand obeyed at all times. Numerous serious traffic accidents arecaused annually as a result of drivers who ignore red traffic lightsand stop signs at intersections.Page 35 of 90
