DEPARTMENT OF INTERNATIONAL RELATIONS AND COOPERATION1.6.4 Transferred <strong>of</strong>ficials accredited with <strong>the</strong> Department <strong>and</strong> c<strong>on</strong>ferred withfuncti<strong>on</strong>al immunity will be allowed <strong>the</strong> same number <strong>of</strong> vehicles that areapplicable to diplomats, within <strong>the</strong> first six m<strong>on</strong>ths <strong>of</strong> arrival <strong>on</strong>ly. Therestrictive six m<strong>on</strong>ths period is prescribed by legislati<strong>on</strong>. The Departmenthas no m<strong>and</strong>ate to intervene for relief in this regard.Pro-rataduties <strong>and</strong>taxes1.6.5 Transferred <strong>of</strong>ficials accredited with <strong>the</strong> Department <strong>and</strong> c<strong>on</strong>ferred with fulldiplomatic privileges who acquired vehicles by duty free imports <strong>and</strong> taxfreelocal purchases may dispose <strong>of</strong> such vehicles without payment <strong>of</strong> duties<strong>and</strong> taxes after a two year ownership period. Pro-rata customs duty <strong>and</strong>taxes are payable prior to two years’ ownership.1.6.6 Official vehicles bel<strong>on</strong>ging to diplomatic missi<strong>on</strong>s, c<strong>on</strong>sular posts <strong>and</strong>internati<strong>on</strong>al organisati<strong>on</strong>s as well as private vehicles bel<strong>on</strong>ging todiplomatic <strong>and</strong> c<strong>on</strong>sular representatives may be replaced after <strong>the</strong> two yearownership period, or earlier up<strong>on</strong> pro<strong>of</strong> <strong>of</strong> payment <strong>of</strong> pro-rata customs duty<strong>and</strong> taxes as well as de-registrati<strong>on</strong> <strong>of</strong> <strong>the</strong> vehicle to be replaced.1.6.7 Vehicles acquired duty <strong>and</strong> tax-free may be disposed <strong>of</strong> without payment <strong>of</strong>duties <strong>and</strong> taxes before <strong>the</strong> two-year ownership period, <strong>on</strong>ly when sold toano<strong>the</strong>r transferred representative who is entitled to such a privilege.Registrati<strong>on</strong> in <strong>the</strong> name <strong>of</strong> <strong>the</strong> new owner is subject to <strong>the</strong> de-registrati<strong>on</strong><strong>of</strong> <strong>the</strong> vehicle from <strong>the</strong> name <strong>of</strong> <strong>the</strong> previous owner. The Department willnot register any new <strong>of</strong>ficial vehicles <strong>of</strong> a missi<strong>on</strong> or any private vehicle <strong>of</strong>a newly arrived diplomat unless all vehicles <strong>of</strong> all former diplomats are de-Page 21 <strong>of</strong> 90
