The Department willonly agree to facilitate the employment of spouses within a specifiedpolicy framework if a Foreign Ministry will agree to do the same forSouth African diplomatic spouses abroad. The spousal arrangementregulates employment by all qualifying spouses from a particularcountry. The principle of reciprocity is confirmed by an exchange ofDiplomatic Notes that will constitute a spousal arrangement withSouth Africa. The Department keeps a database of spousalemployment arrangements in South Africa for record purposes.SA diplomaticspouses abroad(b)The Department’s policy regarding employment of SouthAfrican spouses abroadSouth African spouses are in principle authorised to continue theircareers abroad and render services to the community and theprinciple informs the implementation of spousal agreements forforeign spouses when determining whether a spousal arrangementwill be concluded with a particular country.Page 56 of 90

It constitutes an administrative arrangementbetween two Ministries/the Department and the Head Office of anInternational Organisation.3.3 Spousal employment arrangementsModel A: Spousal Arrangement for StatesPROT/5/ D1The Department of International Relations and Cooperation of the Republic of South Africa presentsits compliments to the Embassy / High Commission of ………. and has the honour to propose that theemployment of spouses of transferred officials of the Embassy / High Commission be regulated onthe basis of reciprocity in accordance with the provisions of this arrangement.1. Conditions1.1 Authorisation to engage in employment will be granted, on a reciprocal basis, to spouses whowish to continue a professional career or who wish to provide services to the community.Page 57 of 90
