DEPARTMENT OF INTERNATIONAL RELATIONS AND COOPERATIONPedestrians1.12.15 Care should be taken to observe pedestrians on roads in general(some 45% of all fatal accidents on South African roads involvepedestrians). Utmost caution is therefore called for by drivers toassist pedestrians to safely use and cross roads in the urban areas,the countryside and on highways.Seat Belts1.12.16 Seat belts should be worn when the vehicle is in motion, includingat the rear of the vehicle where this is provided.Accidents1.12.17 Procedures following an accident involving a vehicle(a)Accidents must first be reported to the South African Police Serviceand then to the Branch: State Protocol of the Department.Notification should be by means of a Note Verbale together with acopy of the police report or the case number.(b)Where a vehicle is declared a write-off or damaged beyondeconomical repair, a detailed report from the insurance company inwhich it is clearly stated that the vehicle is a write-off or damagedbeyond repair must be submitted as well as a copy of the Bill ofEntry.(c)Where motor vehicles are involved in accidents and to be sold orotherwise disposed of, pro-rata import duties and value-added taxPage 36 of 90

A copy of the receipt of the dutypaid must be furnished to enable the Department to de-register thevehicle from the Department's records. The cancellation certificateshould be obtained from the City of Tshwane licensing department.(d)Alternatively a representative may elect to store the wreck ofhis/her vehicle and not dispose of it until the end of the prescribedtwo year ownership period, when no customs duty or VAT will bepayable upon presentation of a storage certificate issued by theMission.(e)A replacement vehicle may not be purchased or imported duty ortax free during the storage period of the wreck, depending on thevehicle quota already utilized by the representative.Theft1.12.18 In cases of irretrievable loss through theft or damaged beyondrepair through accident, a replacement motor vehicle may bepurchased duty and tax free, subject to payment of pro-rata duties ortaxes.1.12.19 The South African Police Vehicle Theft Unit applies advancetechnology for the investigation of stolen and/or missing vehicles,which is also available to the diplomatic community.1.12.20 In cases of theft/hijacking, the theft must be reported to the DPUPage 37 of 90
