CHAPTER 6PRE-MATRIC SCHOLARSHIP SCHEME6.1 The Pre-matric scholarship scheme for students belonging to the MinoritythCommunities was approved on 30 January, 2008. The objective of ‘Pre-matric ScholarshipScheme’ is to encourage parents to send their children to schools lighten their financialburden on their education and sustain their efforts to support their children to completesttheir education. This scheme was launched on 1 April, 2008 as a Centrally SponsoredScheme (CSS) on a 75:25 fund sharing ratio between the Centre and States. 100% financialassistance is provided to Union Territories. The Scheme is implemented through the StateGovernments/ Union Territory Administrations.6.2 Students with not less than 50% marks in the previous final examination, whoseparents’/ guardians’ annual income does not exceed ` 1.00 lakh, are eligible for award ofthe Pre-matric scholarship under the scheme. Not more two children in a family would beentitled to a scholarship under this scheme. Under the scheme 30% of these scholarshipsare earmarked for girl students. This can be utilized by boy students if adequate numbers ofeligible girl students are not available, then the balance earmarked scholarships may beawarded to eligible boy students. Inter-se selection weightage is to be given poverty ratherthan marks.6.3 Scholarship is provided for the entire course. However, maintenance allowance isgiven for a period not exceeding 10 months only in an academic year.6.4 Distribution of Pre-matric scholarships to students belonging to the five notifiedminority communities viz. Muslim, Christian, Sikh, Buddhist and Parsi in States/UTs is doneon the basis of population of minorities in the States/UTs of Census 2001.6.5 An outlay of ` 1400 crores has been provided in the XI Five Year Plan to award25 lakh scholarships during the plan period (2007-12). An amount of ` 319.80 crore wasreleased and 29.23 lakh scholarships were awarded during the year 2011-12 uptost31 December, 2011. Of this 53.80% scholarships catered to girl students.6.6 It has been a constant endeavour of the Ministry to improve transparency inscholarship schemes namely Pre-matric, Post-matric and Merit-Cum-Means basedscholarships for this purpose, Frequently Asked Questions (FAQs) pertaining to eachscholarship scheme has been uploaded on the website of the Ministry. Similarly, the list ofscholarships awarded in the States/UTs are being uploaded on their websites. Hyperlinks25
have been provided to the websites of the States/ Union Territories on the Ministry’s websitei.e. www.minorityaffairs.gov.in. The information on the Ministry’s websites is regularlyupdated. To assist the students, a helpline (Tel. No. 011- 24364282) has been establishedwhich remains functional during the office hours.6.7 The state-wise, community-wise achievement both physical and financial may beseen at Annexure -V.26
