CHAPTER 20RIGHT TO INFORMATION ACT 200520.1 In accordance with the provisions of Section 4(1) (b) of the Right to information Act,2005 this Ministry has brought out a handbook for information and guidance of the generalpublic. This is available at the Ministry’s website www.minorityaffairs.gov.in. This providesinformation about the Ministry’s organizational set-up, functions and duties of its officersand employees, records and documents available in the Ministry, etc. This also providesinformation about the schemes, projects and programmes being implemented by theMinistry and its various organizations.20.2 To promote greater transparency and accountability, all the details, FrequentlyAsked Questions, Statistics of achievements under each scheme/Programme implementedby the Ministry are hosted on the website of the Ministry and updated regularly. Under thevarious scholarship schemes, the State Governments display the lists of the names ofstudents awarded scholarships on their websites to which a hyperlink is provided in thewebsite of the Ministry. Further under the MsDP, the States/UTs are required to submitphotographs of the ongoing and completed works which are also hosted on the Ministry’swebsite. The Ministry also has a dedicated helpline to provide information and address thedoubts of beneficiaries about the schemes/programmes in the Ministry.20.3 Because of the affirmative actions taken by the Ministry to bring abouttransparency, responsiveness and greater participation of civil society, the CabinetthSecretariat on 14 January, 2011 has requested all Secretaries of all Ministries/ Departmentsof the Government of India for adoption of the procedures implemented by the Ministry.20.4 The Ministry of Minority Affairs has designated eight CPIOs and the three JointstSecretaries as Appellate Authorities under this Act. In 2011-12(upto 31 December, 2011),257 applications and 14 appeals under the RTI Act were received and disposed of.A quarterly Report of status of RTI applications and appeals is sent to the CentralInformation Commissioner.54
