CHAPTER 21POLICY DECISIONS AND ACTIVITIESUNDERTAKEN DURING THE YEAR FOR THEBENEFIT OF THE PERSONS WITH DISABILITIESth21.1 The Ministry of Minority Affairs came in to existence on 29 January, 2006 to ensuremore focused approach towards the issues relating to the minorities and to facilitate theformulation of overall policy and planning, coordination, evaluation and review of regulatoryframework and development programmes for the benefit of the minority communities. TheMinistry has a small set up consisting of sanctioned strength of only ninety three officersand staff with one Secretary, three Joint Secretaries and one Joint Secretary-cum FinancialAdvisor (additional charge). The Ministry essentially is officer oriented and most of themiddle level officers work on the Desk Officers’ pattern.21.2 Out of 93 sanctioned strength of officers/staff (most of which are filled fromorganized services) 64 posts have been filled up in the Ministry. Since inception of theMinistry only 3 posts of Peon have been filled up from open market and one post ofAssistant Director has been filled by absorption of the officer on deputation. Rest of theposts have been filled up through short- term deputation. The benefits of reservation,therefore, could not be given to the persons with disabilities so far. Provisions regardingreservation for persons with disabilities will, however, be complied with during recruitment infuture.55
