CHAPTER 3SACHAR COMMITTEE REPORT &FOLLOW UP ACTION3.1 Department of Financial Services :(i)All public sector banks have been directed to open more branches in districts having asubstantial minority population. Since 2007-08, 3276 branches were opened in suchstdistricts. During 2011-12, up to 31 December, 2011, 619 branches have been opened.st(ii) RBI revised its Master Circular on 1 July, 2007 on priority sector lending (PSL) forstimproving credit facilities to minority communities. As on 31 December, 2011,` 154789.90 crore, which is 14.83% of total PSL, was provided to minorities.(iii) District Consultative Committees (DCCs) of lead banks are regularly monitoring thedisposal and rejection of loan applications for minorities.(iv) To promote micro-finance among women, 6,03,087 accounts have been opened forminority women with ` 6611.87 crore as micro-credit in 2011-12 upto September, 2011.(v) All public sector banks are organizing awareness campaigns in blocks/districts/townswith substantial minority population. In 2011-12, 1658 awareness campaigns wereorganized in such areas upto September, 2011.(vi) Lead banks have organized 618 entrepreneurial development programmes inblocks/districts/towns with substantial minority population upto September, 2011 andthe number of beneficiaries is 9065.3.2 Ministry of Human Resource Development:Amulti-pronged strategy to address the educational backwardness of the Muslimcommunity, as brought out by the Sachar Committee, has been adopted, as givenThe Government took decisions on the recommendations of the Prime Minister’s High LevelCommittee on Social, Economic and Educational status of the Muslim Community of India,pertaining to various Ministries/Departments.
