CHAPTER 23RESULTS-FRAMEWORK DOCUMENT, CITIZENS'/CLIENTS' CHARTER AND GRIEVANCE REDRESSALMECHANISM23.1 Pursuant to the announcement made in the President’s address to both Houses ofthParliament on 4 June, 2009, the Prime Minister approved the outline of thePerformance Monitoring and Evaluation System for the Government Departments onth11 September, 2009.According to this system, each Department is required to prepare a Results FrameworkDocument consisting of priorities set out by the Minister concerned, President’s address andannouncements, agenda as spelt out by the Government from time to time. This Ministrythcompleted the preparation of its first RFD for the year 2009-10 on 30 November, 2009. Thiswas the beginning of an exercise to bring about transparency and accountability in theGovernment with a shift from “reducing quantity of government” to “increasing quality ofgovernment”.Based on the evaluation of the performance of the Ministry during the year 2009-10, theCabinet Secretariat has awarded the Ministry an overall composite score of 92.76% whichwas higher than the average composite score of 89.40 % for 59 Departments of theGovernment.23.2 The Citizen’s/Clients Charter of the Ministry for the year 2011-2012 which isSevottam compliant and a mandatory requirement was prepared and uploaded on thendCabinet Secretariat’s website on 2 May, 2011. The RFD of the Ministry for the year 2011-12has also been uploaded on the Cabinet Secretariat’s website. The mid-term achievementsthunder RFD 2011-12 were uploaded on 16 December, 2011.23.3 A screen shot showing the CPGRAMS link for grievance redressal mechanism of thePerformance Management Division of the Cabinet Secretariat has been uploaded on theMinistry’s website.57
