CHAPTER 15WAQF ADMINISTRATION AND CENTRALWAQF COUNCIL15.1 Ministry of Minority Affairs is responsible for implementation of the Wakf Act, 1995,st(erstwhile The Wakf Act, 1954) which came into force with effect from 1 January, 1996.The Act extends to whole of India except the State of Jammu and Kashmir. Thirty Stateshave constituted Waqf Boards under this Act, excluding J & K, which has its own Act. List ofStates Waqf Boards constituted under the Wakf Act, 1995 is at Annexure -VIII.Scheme for computerization of the records of the State WaqfBoards15.2 The Waqf properties are spread out all over the country but effective survey of waqfproperties has not been carried out in most States. There is scope for large scaledevelopment of waqf properties to ensure substantial income for the welfare schemes of thecommunity.15.3 The Joint Parliamentary Committee on Waqf in its 9th Report recommendedcomputerization of the records of the State Waqf Boards.15.4 In order to streamline record keeping of the waqf lands, introduce transparency andsocial audit and to computerize the various functions/processes of the Waqf Boards and todevelop a single web based centralized application, computerization of the records of theState Waqf Boards with the help of Central financial assistance to these Boards, includingthat of J & K was recommended by Joint Parliamentary Committee on Waqf. The proposalthwas approved on 25 November, 2009.15.5 The broad objectives of the scheme for computerization and <strong>Management</strong> of Waqfproperties are as follows:-Properties Registration <strong>Management</strong>.Muttawalli Returns <strong>Management</strong>.Leasing of Properties <strong>Management</strong>.Litigations Tracking <strong>Management</strong>.Documents Archiving & Retrieval <strong>Management</strong>.GIS of Waqf Properties. Funds <strong>Management</strong> to Mosques, Durgah, Kabristan, Imams,Muazzins, widows, girls marriages, scholarships, schools, hospitals, dispensaries,musafirkhanas, skill development centres etc.Loans <strong>Management</strong> for development of Urban Waqf properties.42
