CHAPTER 5SCHEME OF MULTI-SECTORAL DEVELOPMENTPROGRAMME (MsDP)5.1 The programme aims at improving the socio-economic and basic amenitiesparameters for improving the quality of life of the people and reducing imbalances in theMinority Concentration Districts (MCDs) during the Eleventh Five Year Plan period. Identified‘development deficits’ are addressed through a district specific plan for provision of betterinfrastructure for school and secondary education, sanitation, pucca housing, drinking waterand electricity supply, besides beneficiary oriented schemes for creating income generatingactivities. Absolutely critical infrastructure linkages like connecting roads, basic healthinfrastructure, ICDS centers, skill development and marketing facilities required forimproving living conditions and income generating activities and catalyzing the growthprocess are eligible for inclusion in the plan. The focus of this programme is on rural andsemi-rural areas of the identified 90 MCDs.5.2 The programme is implemented by the line departments/agencies assigned projectsby the Department in the State/UT dealing with minority affairs/welfare. Panchayati RajInstitutions/urban local bodies would be involved in the implementation of the MsDP Planwherever the mechanism is established. The State may, however, decide to execute theproject through any qualified, reputed, experienced agency, including renowned and widelyaccepted NGOs, justification for which should be mentioned in the proposal.5.3 Creation of new posts under this programme is strictly prohibited. It is theresponsibility of the State Government/UT administration to ensure that staff required foroperationalization of assets proposed to be created under this programme is alreadyavailable or will be provided by them.5.4 There would be no change in guidelines of any existing Central or CentrallySponsored Scheme under implementation in the said district for which this scheme providesadditional funds. As far as possible, the focus of the programme is on providing appropriatesocial and economic infrastructure rather than targeting individual beneficiaries. In caseschemes for individual benefits are taken up under the programme, there will be nodivergence from existing norms for selection of beneficiaries from the list of BPL families inthe district, so that benefits from the additional funds flow to all BPL families and notselectively to families of minority communities.21
