15.6 The scheme of computerization is to be applicable uniformly across all the 29 StateWaqf Boards including Waqf Board of Jammu & Kashmir, making a special request forfunding subject to availability of funds. The project also encompasses a handholding supportperiod of 2 years with minimal financial support to hire some computer personnel by StateWaqf Boards to stabilize the new system and train Waqf Board officials. An amount of` 12.03 crore has been released under the scheme to 26 SWBs, CWC & NIC. The CentralComputing Facility has been set up in 19 SWBs and data entry in the WAMSI software is inprogress. About 76,000 wakf records have been entered in the Wakf Registration Module.Preparation for digitization of about 40,000 wakf records has also been completed. In theremaining 7 SWBs the setting up of the Central Computing Facility is nearing completion.Central Wakf Council15.7 The Central Wakf Council, a statutory body under the aegis of the Ministry ofMinority Affairs (Government of India) was established in December, 1964, under theprovision of Section 8A of the Wakf Act, 1954 (now read as sub-section 1 of the section 9 ofthe Wakf Act, 1995) for the purpose of advising the Government of India on matterspertaining to working of the State Wakf Boards and proper administration of the Wakf in thecountry. The Union Minister of Minority Affairs is the Ex-officio Chairperson of the CentralWakf Council. The council has been re-constituted with 20 members on 12.02.2011 &01.11.201115.8 Apart from taking up the issues as per the objectives of the Council, it has alsobeen participating in the development process of the society by way of implementing thefollowing schemes:(i)Schemes for Development of urban waqf Properties:With a view to protect vacant waqf land from encroachers, and to augment the resources ofthe waqfs for enlarging the welfare activities, the Central Wakf Council has beenimplementing a non-Plan scheme as captioned above with yearly grant-in-aid from theCentral Government since 1974-75. Under the scheme, loan is extended to various waqfinstitutions in the country for taking up economically viable buildings on the waqf land likecommercial complexes, marriage halls, hospitals, cold storage etc. Under the scheme theGovt. of India has released total grant-in-aid amounting to ` 35.84 crore since inception upto December, 2011. An amount of ` 1.19 crore was earmarked during 2011-12 under thescheme and out of which ` 1.18 crore has been released to Central Wakf Council.The grant released by the Ministry of Minority Affairs has been utilized by the CWC forsanctioning of loans for eight development projects.43
