CHAPTER 5POLICE BUDGETExpenditure on States/UTs <strong>Police</strong> & Central <strong>Police</strong> ForcesState Wise Data on:• <strong>Police</strong> Expenditure• Training Expenditure• Modernization Grants• Housing ExpenditureLaw & Order <strong>and</strong> <strong>Police</strong> are state listsubjects as per division <strong>of</strong> subjects betweenthe Union & the States, under our constitution(Schedule-VII). Therefore, States are competent<strong>and</strong> responsible for maintenance <strong>of</strong> <strong>Police</strong>Force according to their requirement.This chapter attempts to provideinformation regarding the total Budget forStates, Expenditure <strong>of</strong> States/UTs <strong>Police</strong> Forces,,<strong>Police</strong> Training Expenditure, expenditure <strong>of</strong>some Central Armed <strong>Police</strong> Forces (CAPFs)maintained by the Government <strong>of</strong> India,Modernization Grants made available to policeby the Central Government <strong>and</strong> the StateGovernments <strong>and</strong> <strong>Police</strong> Housing Expenditurealong with percentage level <strong>of</strong> satisfaction <strong>of</strong>family accommodation.<strong>Police</strong> Expenditure as %age <strong>of</strong> TotalState BudgetData on total budget for States has beenreceived from 26 States/UTs only. Using thisdata <strong>Police</strong> Expenditure as percentage <strong>of</strong> StateBudget has been estimated for 26 states. Atnational level the trend for police expenditureas percentage <strong>of</strong> State Budget comes out tobe 2.70.Details are given in Table No. 5.1 (PageNo. 85)Expenditure on Central Armed <strong>Police</strong>Forces (CAPFs)Central Armed <strong>Police</strong> Forces are raised <strong>and</strong>maintained by the Ministry <strong>of</strong> Home Affairs,Government <strong>of</strong> India to perform duties likeguarding <strong>of</strong> International borders <strong>of</strong> the country,providing security to the vital installations <strong>and</strong>rendering need based assistance to the States/UTs for the maintenance <strong>of</strong> Law <strong>and</strong> Order <strong>and</strong>Internal Security. Railway Protection Force,maintained by the Ministry <strong>of</strong> Railways has alsobeen included in this category. Its role is limitedto providing security <strong>and</strong> maintenance <strong>of</strong> orderon Railways <strong>and</strong> their passengers/goods areasalong with the Government Railway <strong>Police</strong>(GRP) <strong>of</strong> the states as per defined demarcation<strong>of</strong> their role.Data on some Central Armed <strong>Police</strong> Forces(CAPFs) for the last 9 years i.e. from 2003-04 to2011-12, has been tabulated in Table No. 5.2(page No. 86).An analysis <strong>of</strong> data on CAPFs for last 4years as shown below, reveals an increase <strong>of</strong>67.3% in the expenditure <strong>of</strong> Central Armed<strong>Police</strong> Force (CAPFs) from Rs. 18017.61 croresin 2008-09 to 30151.45 crores in 2011-12 at allIndia level.The maximum increase <strong>of</strong> 170.2% wasobserved in National Security Guard (NSG)followed by (76.5%) in Central Reserve <strong>Police</strong>Force (CRPF) <strong>and</strong> (70.6%) in Central IndustrialSecurity Force (CISF) during the last fouryears.CPFs 2008-09 2011-12 % ChangeAssam Rifles 2018.23 3214.62 59.3%Border Security Force 5462.22 8738.48 60.0%central Industrial2170.22 3702.90 70.6%Security ForceCentral Reserve <strong>Police</strong> 5477.87 9667.39 76.5%ForceIndo-Tibetan Border 1437.58 2199.92 53.0%<strong>Police</strong>National Security210.45 568.72 170.2%GuardRailway Protection 1408.16 NA NAForceSashtra Seema Bal 1241.37 2059.42 65.9%Total 19426.10 30151.45 67.3%Note: Excludes Railway Protection Force81
