CHAPTER 13POLICE TRAINING INSTITUTESList of Training Institutes of:• State/UT and• centralThis chapter provides detailedinformation on the list of Training Institutesof States and Central Police Organizations.State/UT and Central TrainingInstitutesDuring 2011 a total of 215 State/UT and69 Central Training Institutes were functioningin the country. The state/UT wise namesand addresses of each institute run by theState Police Forces and the Central PoliceOrganizations are given in this chapter. Detailsare given in Table – 13.1. and Table –13.2(Page No. 145-162 & Page No. 163-170)These Training Institutes provide Basictraining to new recruits, in-service trainingto working police personnel and specializedand state of art training to Special Task Forces,special investigation squads, commandoes etc.Some Training Institutes have been recognizedas Centers of Excellence in imparting specializedtraining course in a particular craft by virtueof requisite upgradation in their traininginfrastructure. Regular and adequate trainingof police personnel at all levels is necessary toupgrade the professional skills and building upof the self confidence of police personnel.A Quality Audit was carried out by BPR&Dfor the State Police Training Institutes from 1998to 2001. It revealed that most of the TrainingInstitutes had adequate land and satisfactoryoutdoor facilities. But it also indicatedexistence of the following deficiencies in theseinstitutes:i) Inadequate class rooms.ii) Inadequate administrative buildings.iii) Inadequate living accommodation fortrainees and staff members.iv) Inadequate furniture.v) Poor drinking water supply and toiletfacilities.vi) Inadequate medical facilities.viii) Very low budget allocation for academicconsumables, library and computers.ix) Inadequate involvement of staff in theperiodic revision of syllabi.x) Inadequate number of trainers.xi) Inadequate number of courses.Lack of motivation and suitablequalifications of trainers.The Modernization of Police Force ofthe States Scheme (MPF Scheme), jointlylaunched by the Central Government {MHA}and the States with effect from the financialyear 2000-01, has helped significantly tocreate infrastructural facilities in these PoliceTraining Institutes. In some states this MPFScheme has notably improved the facilities forPolice Training Institutes. Some States haveavailed these funds liberally to replace old anddilapidated buildings by setting up moderntraining complexes. Many State of the Arttraining complexes have been setup under thisscheme. Additional accommodation and otherfacilities for trainees are also being createdunder this scheme progressively. However, toexploit full potential of these training institutesit is imperative that good quality trainers aresanctioned in adequate number and postedwell in time.144
