CHAPTER 13POLICE TRAINING INSTITUTESList <strong>of</strong> Training Institutes <strong>of</strong>:• State/UT <strong>and</strong>• centralThis chapter provides detailedinformation on the list <strong>of</strong> Training Institutes<strong>of</strong> States <strong>and</strong> Central <strong>Police</strong> Organizations.State/UT <strong>and</strong> Central TrainingInstitutesDuring 2011 a total <strong>of</strong> 215 State/UT <strong>and</strong>69 Central Training Institutes were functioningin the country. The state/UT wise names<strong>and</strong> addresses <strong>of</strong> each institute run by theState <strong>Police</strong> Forces <strong>and</strong> the Central <strong>Police</strong>Organizations are given in this chapter. Detailsare given in Table – 13.1. <strong>and</strong> Table –13.2(Page No. 145-162 & Page No. 163-170)These Training Institutes provide Basictraining to new recruits, in-service trainingto working police personnel <strong>and</strong> specialized<strong>and</strong> state <strong>of</strong> art training to Special Task Forces,special investigation squads, comm<strong>and</strong>oes etc.Some Training Institutes have been recognizedas Centers <strong>of</strong> Excellence in imparting specializedtraining course in a particular craft by virtue<strong>of</strong> requisite upgradation in their traininginfrastructure. Regular <strong>and</strong> adequate training<strong>of</strong> police personnel at all levels is necessary toupgrade the pr<strong>of</strong>essional skills <strong>and</strong> building up<strong>of</strong> the self confidence <strong>of</strong> police personnel.A Quality Audit was carried out by BPR&Dfor the State <strong>Police</strong> Training Institutes from 1998to 2001. It revealed that most <strong>of</strong> the TrainingInstitutes had adequate l<strong>and</strong> <strong>and</strong> satisfactoryoutdoor facilities. But it also indicatedexistence <strong>of</strong> the following deficiencies in theseinstitutes:i) Inadequate class rooms.ii) Inadequate administrative buildings.iii) Inadequate living accommodation fortrainees <strong>and</strong> staff members.iv) Inadequate furniture.v) Poor drinking water supply <strong>and</strong> toiletfacilities.vi) Inadequate medical facilities.viii) Very low budget allocation for academicconsumables, library <strong>and</strong> computers.ix) Inadequate involvement <strong>of</strong> staff in theperiodic revision <strong>of</strong> syllabi.x) Inadequate number <strong>of</strong> trainers.xi) Inadequate number <strong>of</strong> courses.Lack <strong>of</strong> motivation <strong>and</strong> suitablequalifications <strong>of</strong> trainers.The Modernization <strong>of</strong> <strong>Police</strong> Force <strong>of</strong>the States Scheme (MPF Scheme), jointlylaunched by the Central Government {MHA}<strong>and</strong> the States with effect from the financialyear 2000-01, has helped significantly tocreate infrastructural facilities in these <strong>Police</strong>Training Institutes. In some states this MPFScheme has notably improved the facilities for<strong>Police</strong> Training Institutes. Some States haveavailed these funds liberally to replace old <strong>and</strong>dilapidated buildings by setting up moderntraining complexes. Many State <strong>of</strong> the Arttraining complexes have been setup under thisscheme. Additional accommodation <strong>and</strong> otherfacilities for trainees are also being createdunder this scheme progressively. However, toexploit full potential <strong>of</strong> these training institutesit is imperative that good quality trainers aresanctioned in adequate number <strong>and</strong> postedwell in time.144
