CHAPTER 11DEPARTMENTAL PROCEEDINGS AGAINSTPOLICEMEN & CRIME IN INDIAState/UT Wise Data on:• Departmental Proceedings againstPolicemen• Incidence & Rate of Cognizable Crimesunder:- IPC (Indian Penal Code)- SLL (Special and Local Laws)• Disposal of Cases by Courts under:- IPC (Indian Penal Code)- SLL (Special and Local Laws)• No. of Exhibits awaiting examination in:- State & Regional FSLsThis chapter attempts to provide youwith State/UT wise data on DepartmentalProceedings against Police personnel, Incidence& Rate of cognizable crimes under ‘IndianPenal Code (IPC)’ and under the ‘Special &Local Laws (SLL)’, Disposal of under trial casesby the Subordinate Courts under IPc & SLLand number of Exhibits awaiting examinationin State & Regional FSLs.Departmental Proceedings AgainstPolicemenA total of 62,525 cases of departmentalproceedings, including those brought forwardfrom previous year against Police personnelwere processed during 2011. Of these cases,37,614 were initiated and subsequentlydisposed off, amounting to 60.2% disposalof the total proceedings while 24,911proceedings remained pending for disposal ason 01.01.2012.At the state level the highest number of9,544 departmental proceedings were initiatedand disposed of in Uttar Pradesh during theyear 2011, followed by 4,200 in Tamil Naduand 4,041 in Andhra Pradesh. The Stateswhich have reported relatively higher numberof proceedings pending as on 1.1.2012 wereUttar Pradesh (2,965), Tamil Nadu (2,315) andAndhra Pradesh (2,077). Details are given inTable – 11.1. (Page No. 121)Cognizable Crime / Incidence & Rate ofCrime (IPC)Cognizable Crime is defined as one inwhich a Police Officer may arrest an accusedwithout warrant. The police have a directresponsibility to take immediate action onreceipt of a complaint in such crimes by takingsteps like visit to the scene of the crime,investigate the facts, apprehend the offenderand produce him before a court of law havingjurisdiction over the matter.CRIME IN INDIAA total of 23,25,575 IPC crimes werereported in the country during the year 2011as against 22,24,831 in 2010, showing anincrease of 4.5 percent in 2011. At state levelMadhya Pradesh accounted for the maximumof 2,17,094 (9.3%) of total cognizable crimesregistered in the country followed by 2,04,902(8.8%) in Maharashtra and 1,95,135 (8.4%) inUttar Pradesh. This can be explained partlydue to decrease in actual crime and partly dueto improved registration of crime. Details aregiven in Table – 11.2.
