CHAPTER 4SCs/STs & OBCs IN STATES POLICE FORCESate Wise Data on :• SCs/STs & OBCs in <strong>Police</strong> Forces• Percentage <strong>of</strong> SCs/STs & OBCs in <strong>Police</strong>ForcessThe Scheduled Castes, Scheduled Tribes<strong>and</strong> other Backward Classes, the traditionalWeaker Sections, in India have been coveredby affirmative action to accelerate the process<strong>of</strong> their socio-economic upliftment.This chapter provides the informationabout State/UT wise data on rank wiserepresentation <strong>of</strong> Scheduled Castes (SCs),Scheduled Tribes (STs) <strong>and</strong> other BackwardClass (OBCs) in police force <strong>and</strong> their percentageshare to the total sanctioned strength <strong>of</strong> policeforce for individual states. Percentage <strong>of</strong>reservation for scheduled castes, scheduledtribes <strong>and</strong> other Backward classes is differentfor each State. Consequently each figure for aparticular state should be looked against thispercentage to arrive at any conclusion.Strength <strong>of</strong> SCs, STs & OBCsAt national level, the total number <strong>of</strong>members <strong>of</strong> scheduled caste in police forcewas 2,22,300 (from Deputy Superintendent <strong>of</strong><strong>Police</strong> to Constable) accounting for 10.46% <strong>and</strong>there were a total <strong>of</strong> 1,78,570 police personnelfrom scheduled tribes, constituting 8.40% <strong>of</strong>the total police force. At all India level therewere 3,51,837 number <strong>of</strong> police personnelfrom other Backward Class constituting 16.56%in the total police force as on 1.1.<strong>2012</strong>. Detailsare given in Tables No. – 4.1, 4.2 & 4.3 (PageNo. 78,79 & 80)Representation <strong>of</strong> Scheduled CastesAt States/UTs level percentage wise thehighest representation <strong>of</strong> scheduled casteswere 25.69% in Punjab <strong>Police</strong> followed by20.44% in Himachal Pradesh <strong>and</strong> 19.37% inDaman & Diu <strong>Police</strong>.The maximum <strong>of</strong> 12.83% gap (%agedifference to reservation) between theactual percentage <strong>of</strong> scheduled castes policepersonnel in State <strong>Police</strong> Force as against theprescribed percentage <strong>of</strong> reservation approvedfor them by the State Governments wasobserved in Uttar Pradesh followed by 11.24%in Chhatisgarh <strong>and</strong> 8.91% in Puducherry <strong>Police</strong>,as shown below :76
