CHAPTER 5Expenditure <strong>of</strong> States/UTs <strong>Police</strong>ForcesThe sanctioned strength <strong>of</strong> Civil Armed<strong>Police</strong> Forces has shown an significant increase<strong>of</strong> 3.24%, from 16,93,541 in 2011 over16,40,342 in 2010 <strong>and</strong> the expenditure on State<strong>Police</strong> Forces has also increased by 12.4% fromRs. 49,576 crores (INR 495.76 Billions) in 2010-11 to Rs. 55,747 crores (INR 557.47 Billions)in 2011-12. However, during the same periodpolice training expenditure has increased fromRs.709 crores (INR 7.09 Billions) in 2010-11 toRs. 912 crores (INR 9.12 Billions) in 2011-12showing increase by 28.6%. The expenditure onpolice housing has increased from Rs. 2708.73crores (INR 27.087 Billions) in 2010-11 to Rs.1188.99 crores (INR 11.889 Billions) in 2011-12showing a decrease <strong>of</strong> 56.1%. Details are givenin Tables No. – 5.3 & 5.5 (Page No. 87 & 89).Expenditure on <strong>Police</strong> Training during2003 to 2011 has shown an increasing trendexcept 2008 as shown in graph below, whichis due to the funding under Modernization <strong>of</strong><strong>Police</strong> Forces Scheme (MPF Scheme) startedby the Ministry <strong>of</strong> Home Affairs jointly with thestates with effect from the financial year 2001-02. Modern training complexes have beenconstructed or are being constructed <strong>and</strong>equipped with the latest training gadgetslike firing simulators, driving simulators,forensic training labs, gymnasia, computerlabs, swimming pools, auditorium, assault /obstacles courses etc.EXPENDITURE ON STATES/UTS POLICE FORCE(RS. The National<strong>Police</strong> Commission as well as PadmanbhaiahCommittee <strong>and</strong> the committee headed byUnion Home Secretary to review all therecommendations <strong>of</strong> various committee/Commissions on <strong>Police</strong> Reforms haveunanimously recommended to improve thepolice training after recruitment as well as thein-service training for the police personnel.The present trend in police expenditure is inaccordance with these recommendations.
