It also tellsabout Rank wise strength of Women Police andTraffic Police; Rank wise strength of Civil andArmed Police; Officers to Constabulary Ratio inMetro Cities with population more than 10 lakhsor and having Police Commissionrate system.An attempt has been made to collectand compile the information on RankwiseSanctioned & Actual Strength of Special Branchdealing with Intelligence; rank wise Sanctioned& Actual Strength of CID of Crime Branchwith Investigation of Crime; and Sanctioned &Actual Strength of Special Task Force to dealwith Insurgents/Extremists/Terrorists/organizedCriminal Gangs. The required information hasbeen received from a number of States/UTsand the same has been indicated accordingly.Sanctioned strengthAnalysis of the data on sanctionedstrength of State Police Forces shows that as on01.01.2012 out of 21.25 lakhs (2.125 millions)of total police force in the entire country 16.94lakhs (1.694 millions) was Civil Police includingDistrict Armed Police and the remaining 4.31lakhs (0.431 million) was State Armed Police.Strength of Civil Police was highest in UttarPradesh (3,32,404), followed by Maharashtra(1,66,436) and Andhra Pradesh (1,14,959).The strength of Armed Police was maximumin Uttar Pradesh (36,214) followed by Assam(30,184) and J&K (28,253) State-wise details aregiven in Table – 3.1. (Page No. 38)Actual StrengthData on rank wise Actual strength of CivilPolice, Armed Police and Total Police receivedhas been tabulated and analyzed with referenceto the Actual Strength vis-à-vis SanctionedStrength. CHAPTER 3State-wise details are given in Table – 3.2 (PageNo. 39)Total Police – Population RatioThe total Police – Population Ratio{total sanctioned number of police personnelavailable per lakh (one hundred thousand) ofstate population} has shown wide variationsacross the country. Sparsely populated Statesof Tripura (1136), Manipur (1134) and Mizoram(1100) have the maximum Police-PopulationRatio as compared to national average of176 police personnel per lakh (one hundredthousand) of population.However, more populous states haverelatively much less sanctioned strength ofpolice force than warranted by their totalpopulation i.e. West Bengal (84) Bihar (88),D & N Haveli (111), Madhya Pradesh (114)Rajasthan (123) and Odisha (133) per one lakhof population. Details are given in Table – 3.2(Page No.39)Total Police – Area RatioAn important criteria for effective andefficient police working is the number ofpolicemen available per 100 sq. km. –popularly known as Police – Area Ratio.As expected smaller States/UTs havehigher police-area ratio than bigger States.Consequently for sanctioned strength themaximum number of policemen availableper 100 sq. kms. as on 01.01.2012 wasin Chandigarh (6906) followed by Delhi(5493) and Lakshadweep (1091).This ratio is minimum in ArunachalPradesh (14), Rajasthan (25) and MadhyaPradesh (27). Details are given in Table –3.2. (Page No. 39)Rank wise Sanctioned Strength &Officers to Constabulary RatioIt is popularly known as teeth to tailratio. It is an important indicator of therelative strength between rank and officersof a force. It is also an important criteriafor management and planning for thecorrect composition of the Police Force.Officers include Police Officers of the rankof Assistant Sub-Inspector (ASI) andabove and constabulary ranks includeHead constables and Constables only.YearASI &aboveH.C. &ConstablesRatioCivil Police 2,47,870 14,45,671 1: 5.8Armed Police 33,092 3,97,963 1: 12.0Total 2,80,962 18,43,634 1: 6.6This teeth to tail ratio as on 1.1.2012 forsanctioned strength of Civil Police was 1:5.8while, for Armed Police was 1:12.0and for total (civil + armed) police forcesit was 1:6.6 Details are given in Table – 3.4.(Page No. 44)Strength of Women PoliceThere were 84,479 women policepersonnel as on 01.01.2012, showing aincrease of 12,723 (17.7%) women policepersonnel over the strength of 71,756 as on01.01.2011. At States/UTs level the maximum20,062 women police personnel were workingin Maharashtra alone, followed by 10,118 inTamil Nadu and 5,698 in Rajasthan. Details aregiven in Table – 3.7 (Page No. 53)Strength of Civil & Armed Police inMetro citiesOut of all the metro cities in the countryas on 1.1.2011, 46 such cities are having PoliceCommissioner System. These 46 metro citieshave a total of 1,562 Police Stations. The rankwise strength of Civil Police personnel in allthese cities was 3,19,748 and that of ArmedPolice was 62,885 of 30 metro cities.
