It cannot be said to be replete with incidents of sensational nature,yet neither is it a record of which the citizens who are itsmembers need be ashamed. The feeHng grows that war as ameans of settling international questions must in time give wayto a more enlightened and more highly developed system.Arbitration replaces carnage and the student succeeds the soldier.Yet war has not been without its use nor battle withouthumanity. The soldier and the best soldier has thought forhis age as deeply as the statesman, and by his success hastaught that science, not numbers, is truly power. Nor, whenwar has become a matter of history will its influence for goodhave passed away. The spirit of fairness and honor which hascharacterized the soldier in all ages will survive to ennoblemore peaceful arts and will have its weight in the settlementof the future problems of the world. To an unthinkingportion of the public, no doubt, the maintenance of a militiaseems well nigh useless, but to those who appreciate theffiorak of such a force its utility is apparent. The lad whodons a uniform feeling that it is the outward and visible emblemof identification with his country, becomes a bettercitizen because of his aspiration. In the ranks he acquiresthat spirit of comradeship, and devotion to an ideal, which, inits application through all the departments of the life of thenation conduces to a grander fulfilment of the destinies of therace.
