WHITE SPACES INNOVATION IN SWEDENvery complex environments at the same time as <strong>in</strong>novation <strong>in</strong> itself can be seen as a„wicked‟ issue. This means <strong>policy</strong> and practice can have negative „unanticipated consequences‟requir<strong>in</strong>g both experimentation and retro-fitt<strong>in</strong>g skills to resolve. We claim thiscalls <strong>for</strong> a new <strong>policy</strong> m<strong>in</strong>dset as well as a changed toolset. We have there<strong>for</strong>e adoptedan analytic framework <strong>in</strong>fluenced by complexity th<strong>in</strong>k<strong>in</strong>g to illum<strong>in</strong>ate central issueslike:why variety is important, and „smart specialisation‟ to be treated with cautionhow micro-macro level <strong>in</strong>teraction takes place <strong>in</strong> nested hierarchies, andassess<strong>in</strong>g consequences of evolutionary and non-l<strong>in</strong>ear change.Fram<strong>in</strong>g the analysis <strong>in</strong> this type of context also affects the way <strong>policy</strong> might be perceived.An example is the notion of “wickedness” which is not easily compatible withthe present „steer<strong>in</strong>g‟ model <strong>in</strong> <strong>in</strong>novation <strong>policy</strong>. As <strong>in</strong> other <strong>policy</strong> fields „steer<strong>in</strong>g‟assumes that <strong>policy</strong> problems are clearly def<strong>in</strong>ed, decomposable and based on a controlperspective. So we have also made an ef<strong>for</strong>t to translate this complexity th<strong>in</strong>k<strong>in</strong>g <strong>in</strong>tothe <strong>policy</strong> doma<strong>in</strong>.1.2 Strategic growth by turn<strong>in</strong>g Grand Challenges<strong>in</strong>to bus<strong>in</strong>ess opportunitiesBoth the OECD and the EU <strong>in</strong> their respective <strong>in</strong>novation strategies attach a great dealof importance to global and social challenges as drivers <strong>for</strong> <strong>in</strong>novation and growth. Inthe EU communication regard<strong>in</strong>g the <strong>Innovation</strong> Union the issue is presented as follows:“Focus<strong>in</strong>g on <strong>in</strong>novations that address the major societal challengesidentified <strong>in</strong> Europe 2020, strengthen<strong>in</strong>g our leadership <strong>in</strong> key technologies,reap<strong>in</strong>g the potential these markets offer <strong>for</strong> <strong>in</strong>novative bus<strong>in</strong>esses,and enhanc<strong>in</strong>g EU competitiveness. <strong>Innovation</strong> must become a key element<strong>in</strong> EU policies and the EU must use the strong potential of the publicsector <strong>in</strong> areas such as energy and water, health, public transport andeducation, to br<strong>in</strong>g new solutions to the market.”In this project we will l<strong>in</strong>k Grand Challenges with the idea of strategic growth <strong>for</strong>clusters <strong>in</strong> VINNVÄXT, the National Cluster Program run by Tillväxtverket and theclusters <strong>in</strong> Skåne. Our premise is that turn<strong>in</strong>g Grand Challenges <strong>in</strong>to bus<strong>in</strong>ess opportunitieswill call <strong>for</strong> transversal (cross-cluster) <strong>in</strong>novation which <strong>in</strong> turn will lead to a needto understand issues related to boundary cross<strong>in</strong>g, bridg<strong>in</strong>g of <strong>in</strong>terfaces and also a demand<strong>for</strong> tools to facilitate and/or orchestrate transversal <strong>in</strong>novation. We believe that„design th<strong>in</strong>k<strong>in</strong>g‟ is an approach to test <strong>in</strong> this context. Transversal <strong>in</strong>novation also hasto build on <strong>in</strong>terdependencies of different sorts between companies and clusters. Relatedvariety is an enabler and a constra<strong>in</strong>t <strong>for</strong> transversal <strong>in</strong>novation because it is both the18
