WHITE SPACES INNOVATION IN SWEDEN3.3 Shocks, Perturbations & Resilience Strategies <strong>in</strong>Swedish Clusters: Identify<strong>in</strong>g Varieties ofTransversality ManagementAt this <strong>in</strong>terim po<strong>in</strong>t <strong>in</strong> report<strong>in</strong>g the latest strategic management moves of regions andclusters <strong>in</strong> <strong>Sweden</strong>‟s <strong>in</strong>novation system, it is important to portray one essential featureof regional and cluster trajectories. This is that even <strong>in</strong> a homogeneous country like<strong>Sweden</strong>, regional culture, geographical sett<strong>in</strong>g and <strong>in</strong>dustrial history are various and thepolicies adopted may also be varied although conditioned <strong>in</strong> common ways by the evolutionof national and supranational governance priorities. Thus <strong>Sweden</strong>, like all EuropeanUnion member-states seeks, <strong>in</strong> ways that suit its own national perspectives, toaccommodate the EU‟s Europe 2020 recovery plan follow<strong>in</strong>g the global f<strong>in</strong>ancial crisisof 2007-2010. This consists of the follow<strong>in</strong>g broad targets:1 Employment:75% of the 20-64 year-olds to be employed2 R&D / <strong>in</strong>novation:3% of the EU's GDP (public and private comb<strong>in</strong>ed) to be <strong>in</strong>vested <strong>in</strong>R&D/<strong>in</strong>novation3 Climate change / energy:greenhouse gas emissions 20% (or even 30%, if a satisfactory <strong>in</strong>ternational agreementcan be achieved to follow Kyoto) lower than 199020% of energy from renewables20% <strong>in</strong>crease <strong>in</strong> energy efficiency4 Education:Reduc<strong>in</strong>g school drop-out rates below 10%at least 40% of 30-34–year-olds complet<strong>in</strong>g third level education (or equivalent)5 Poverty / social exclusion:at least 20 million fewer people <strong>in</strong> or at risk of poverty and social exclusionThe measure <strong>for</strong> <strong>in</strong>novation „<strong>Innovation</strong> Union‟ and the specification of „GrandChallenges‟ (identified by the European Research Area (ERA) Expert Group "Rationales<strong>for</strong> the European Research Area"), notably Age<strong>in</strong>g, Demography & Healthcareand Climate Change & Energy promot<strong>in</strong>g flagship policies like „Resource-efficientEurope‟ and „Industrial Policy <strong>for</strong> the Globalisation Era‟ relate somewhat asymmetricallybecause the EU has no brief <strong>for</strong> healthcare.
