This shows recognition that regional industries have sufferedsignificant shocks from Climate Change, Energy Scarcity, Corporate „global shift‟ anddownsizing, and Healthcare issues such as ageing of the population. In different ways,as with SFIN and Mobile Heights, the response to de-stabilisation is to engage in someform of „platform-building‟ among clusters to produce innovate solutions with regionalindustry neighbours. Linkage is particularly pronounced towards the „gaming‟ technologiesof Media Evolution, and to SFIN. The technology projects they are working oninclude: sustainable technologies; new kinds of „crowd‟ or user-driven innovation; andthe use of gaming and simulation to stimulate learning and change management inmeeting the shocks imposed by Grand Challenges such as Climate Change.58
WHITE SPACES INNOVATION IN SWEDEN3.3 Shocks, Perturbations & Resilience Strategies inSwedish Clusters: Identifying Varieties ofTransversality ManagementAt this interim point in reporting the latest strategic management moves of regions andclusters in Sweden‟s innovation system, it is important to portray one essential featureof regional and cluster trajectories. This is that even in a homogeneous country likeSweden, regional culture, geographical setting and industrial history are various and thepolicies adopted may also be varied although conditioned in common ways by the evolutionof national and supranational governance priorities. Thus Sweden, like all EuropeanUnion member-states seeks, in ways that suit its own national perspectives, toaccommodate the EU‟s Europe 2020 recovery plan following the global financial crisisof 2007-2010. This consists of the following broad targets:1 Employment:75% of the 20-64 year-olds to be employed2 R&D / innovation:3% of the EU's GDP (public and private combined) to be invested inR&D/innovation3 Climate change / energy:greenhouse gas emissions 20% (or even 30%, if a satisfactory international agreementcan be achieved to follow Kyoto) lower than 199020% of energy from renewables20% increase in energy efficiency4 Education:Reducing school drop-out rates below 10%at least 40% of 30-34–year-olds completing third level education (or equivalent)5 Poverty / social exclusion:at least 20 million fewer people in or at risk of poverty and social exclusionThe measure for innovation „Innovation Union‟ and the specification of „GrandChallenges‟ (identified by the European Research Area (ERA) Expert Group "Rationalesfor the European Research Area"), notably Ageing, Demography & Healthcareand Climate Change & Energy promoting flagship policies like „Resource-efficientEurope‟ and „Industrial Policy for the Globalisation Era‟ relate somewhat asymmetricallybecause the EU has no brief for healthcare. Nevertheless, member-states are advisedthat : With an ageing population and strong competitive pressures from globalisation,Europe' s future economic growth and jobs will increasingly have to come from innova-59
