WHITE SPACES INNOVATION IN SWEDENLund University‟s Centre <strong>for</strong> Risk Assessment & Management. It hosts four research„clusters‟: Cluster <strong>for</strong> Emergency Response Research (CERR); Cluster <strong>for</strong> InternationalDisaster Studies (CIDS); Human & Organisational Factors <strong>in</strong> Risk Management(HOFRIM); and the Leonardo da V<strong>in</strong>ci Laboratory <strong>for</strong> Complexity & Systems Th<strong>in</strong>k<strong>in</strong>g.The need <strong>for</strong> practical rapid response to system crises has been agreed with andsupported by the Swedish Export Agency, centrally concerned with global commodity,asset and knowledge flows and structures. Global regions host<strong>in</strong>g large cities or exporteconomies are highlighted (Fig. 3.9). It is clear that emergencies, crises or disasters <strong>in</strong>any of the key nodes transceiv<strong>in</strong>g key <strong>in</strong>frastructure flows require optimal resilience.Tra<strong>in</strong><strong>in</strong>g Regions‟ January 2011 bus<strong>in</strong>ess plan focuses on <strong>in</strong>teractions, leaderships andresilience plann<strong>in</strong>g and management <strong>in</strong> relation to such multi-level flow structures,focused upon cities. This perspective echoes a quotation made <strong>in</strong> 1904 by the famousScottish town planner Patrick Geddes to the effect that „….a city is more than a place <strong>in</strong>space; it is a drama <strong>in</strong> time….‟.Figure 3.9 Global Telecommunications Flows, 201054
