WHITE SPACES INNOVATION IN SWEDENextracts developed <strong>in</strong> <strong>Sweden</strong> by UppsalaBIO. In Fig. 3.3 we see the most importantconnective elements summarised <strong>in</strong> Table 3.1 translated <strong>in</strong>to a general complex regional<strong>in</strong>novation framework designed to capture the ma<strong>in</strong> <strong>for</strong>ces <strong>policy</strong>-makers need tounderstand <strong>in</strong> the <strong>for</strong>eseeable context of global and local turbulence, transversality andtransition out of the multiple crises with which they and their constituents are faced.In what follows <strong>in</strong> the space available, we will first summarise a number of stylisedcases of „value variety‟ <strong>in</strong> action <strong>in</strong> circumstances where regional relatedness is be<strong>in</strong>gstimulated by a „transversality‟ <strong>policy</strong> approach to identify regional opportunities <strong>for</strong><strong>in</strong>novation. In this regard, markets do not necessarily show themselves to be „small andfast‟ adaptive resilience systems and public-private <strong>in</strong>novation agencies per<strong>for</strong>m thepath-<strong>in</strong>terdependence role. In most of the live examples „preadaptation‟ is be<strong>in</strong>g exploited,not least because it is easier to spot <strong>in</strong> the arenas or „research-based theatres‟such <strong>in</strong>novation <strong>in</strong>termediaries create (Pässilä, & Oikar<strong>in</strong>en, 2010). In the more ambitiousexemplar, discussed longitud<strong>in</strong>ally (Region Skåne) the adjacent possible is be<strong>in</strong>gexplored <strong>in</strong> a variety of ways.3.2 Preadaptation Exemplars3.2.1 Bayern InnovativS<strong>in</strong>ce 1995 such a model is found <strong>in</strong> Bayern (Bavaria) Germany as summarised belowand focused upon the plat<strong>for</strong>m-build<strong>in</strong>g activities of Bayern Innovativ a governanceagency <strong>for</strong> regional development (Fig.3.4) based <strong>in</strong> Nürnberg. Here the agency identifiedkey <strong>in</strong>dustries that were beneficiaries of cluster <strong>policy</strong> paid <strong>for</strong> by Bavaria‟s resourcew<strong>in</strong>dfall when it sold its share <strong>in</strong> the regional energy supplier. These were crosstabulatedaga<strong>in</strong>st key technologies to f<strong>in</strong>d the <strong>in</strong>ter-discipl<strong>in</strong>ary and <strong>in</strong>ter- <strong>in</strong>dustry <strong>in</strong>novationpotentials of „related variety‟ <strong>in</strong> the regional economy. Many <strong>in</strong>novations (onaverage 10%) have ensued from the over 1,000 per year „conversations‟ facilitated betweenneighbour<strong>in</strong>g sectors concern<strong>in</strong>g technological co-operations, applications andresult<strong>in</strong>g <strong>in</strong>novations. Part of the new plat<strong>for</strong>m th<strong>in</strong>k<strong>in</strong>g <strong>in</strong>volved recognition of theimportance of enhanc<strong>in</strong>g „preadaptation‟ among clusters by creat<strong>in</strong>g an „<strong>in</strong>novationtheatre‟ where <strong>in</strong>novations from one <strong>in</strong>dustry could be shown to representatives of different<strong>in</strong>dustries <strong>for</strong> them to assess the knowledge transfer and recomb<strong>in</strong>ation potentialof specific technology applications.‟Storytell<strong>in</strong>g is perceived as a crucial feature if theknowledge cross-fertilisation process. It takes the <strong>for</strong>m of organis<strong>in</strong>g occasional largeconferences of <strong>in</strong>terest to members from a wide variety of <strong>in</strong>dustry sectors and clusters.For these, what is referred to as a „red thread‟ narrative is provided such that differentactual and potential <strong>in</strong>novation elements are woven <strong>in</strong>to a coherent narrative. Thus a„red thread‟ theme <strong>for</strong> a conference might be Liv<strong>in</strong>g Lighter. This would appeal to representativesfrom agro-food, medical care and technology, automotive and other eng<strong>in</strong>eer<strong>in</strong>gseek<strong>in</strong>g to reduce content weight of products, energy companies etc. The list is40
