WHITE SPACES INNOVATION IN SWEDEN3.4 Strategic Plat<strong>for</strong>m Management ModelsIn develop<strong>in</strong>g the narrative based upon the accounts provided of state-of–the-art practice<strong>in</strong> <strong>Sweden</strong>‟s regional clusters it is important to recognise that diversity <strong>in</strong> the economyis expressed <strong>in</strong> variety of strategic management approach. To help the narrativealong, we identify four strategic transversality management approaches or styles that wehave found to <strong>in</strong><strong>for</strong>m regional <strong>in</strong>novation system management <strong>in</strong> <strong>Sweden</strong> at this relativelyearly stage <strong>in</strong> this <strong>in</strong>novation system <strong>policy</strong> specification process. The first ofthese is already reasonably settled as both an hypothesis and a practice as represented <strong>in</strong>the Skåne approach <strong>in</strong>dicated <strong>in</strong> Fig. 3.11. As may be seen, this is currently representedby the „<strong>in</strong>f<strong>in</strong>ity sign ∞.3.4.1 ‘Inf<strong>in</strong>ity’ <strong>Innovation</strong> Plat<strong>for</strong>m Management ModelGrand Challenges have been focused on two arenas; Susta<strong>in</strong>ability and Healthcare.However, these have been operationalised as „Susta<strong>in</strong>able Cities‟, on the one hand, and„Personal Healthcare‟ on the other. Respectively these <strong>in</strong>tegrate such regional clusters as„Susta<strong>in</strong>able Hub‟, „New Materials‟, „Logistics‟ and „Tra<strong>in</strong><strong>in</strong>g Regions‟. Personalhealth connects such clusters as „Food Academy‟, Life Science‟, „Mobile Heights‟ and„Media Evolution‟ with overlapp<strong>in</strong>g clusters between the two ma<strong>in</strong> arenas as necessary.Accord<strong>in</strong>gly, Grand Challenges have been „translated‟ through „<strong>Innovation</strong> Union‟transversality to build <strong>in</strong>tegrated <strong>in</strong>novation plat<strong>for</strong>ms from the specialised elementsconta<strong>in</strong>ed <strong>in</strong> Skåne‟s regional clusters. Future evolution of this „<strong>in</strong>f<strong>in</strong>ity‟ structure maymove the <strong>in</strong>novation system <strong>for</strong>wards <strong>in</strong> terms of „speciation‟ where a new Grand Challenge(e.g. water resource management or renewable energy) might emerge, or mutation,where exist<strong>in</strong>g elements from the two ma<strong>in</strong> foci merge to <strong>for</strong>m a new one such asHealthcare Bioelectronics. It is accord<strong>in</strong>gly a flexible but focused management methodology<strong>for</strong> search<strong>in</strong>g out <strong>in</strong>novation „white spaces‟ with<strong>in</strong> and between the ma<strong>in</strong> hubs ofthe dynamic „Inf<strong>in</strong>ity‟ perspective.3.4.2 ‘Hub’ <strong>Innovation</strong> Plat<strong>for</strong>m Management ModelAn <strong>in</strong>novation plat<strong>for</strong>m management model that focuses upon a s<strong>in</strong>gle high-varietycapabilities hub is represented <strong>in</strong> the case of the Processum bioref<strong>in</strong>ery hub atÖrnsköldsvik <strong>in</strong> Region Norrland, Angermanland prov<strong>in</strong>ce. Its <strong>in</strong>novative applicationsare focused ma<strong>in</strong>ly on the Grand Challenges of Energy and Healthcare but <strong>in</strong>clude textiles,pa<strong>in</strong>ts and food <strong>in</strong>gredients.61
