Using climate, weather information and data, the maximisation of safetyfactor for hydro dams, power stations, geothermal power stations, fuel oilsdepots, and petroleum production areas should be taken on board in allfuture developments. This is especially so in areas with high risk and/orhigh hazard rating.2. The following broad policy measures will be undertaken by all the energysector entities:(a) Incorporation of disaster preparedness and mitigation into energypolicy and management planning.(b) Establishment of early warning systems in all energy production anddelivery systems and networks.3. Provide for the:(a) Creation of a Disaster Response Unit at the Ministry responsible for<strong>Energy</strong>.
