Promote alternative sources of energy and technologies such as biogasand solar as a substitute for biomass.10. Collaborate with other relevant ministries and other stakeholders to growand sustain tree cover to above 10%.11. Collaborate with other stakeholders to ensure efficient use of landresource to minimize the adverse effects arising from competition forland use between biomass energy and food production.12. Identify and reserve land for use in biomass energy production andundertake awareness programmes to sensitize the public on theimportance of the various land uses such as for biomass, foodproduction and other human needs.13. Undertake studies to identify and promote the most appropriate biomassenergy conversion technologies and implement the recommendations. <strong>14</strong>. Promote inter-fuel substitution to reduce the over reliance on wood fuel. 15. Strengthen existing <strong>Energy</strong> Centres and establish others to cover allcounties with a view to promote efficient biomass energy use.16. Promote the use of biomass briquettes as alternatives to woodfuel andkerosene in cooking, water heating and steam generation17. Undertake a comprehensive study on the viability of use of renewablesources with a view to eliminating use of kerosene in households.18. Prepare, review and update biomass energy development plans. 3.5 BIO FUELS3.5.1 Background1. Unlike other renewable sources, biomass can be converted directly into liquid fuels called biofuelsto meet energy needs.2. The use of bio-fuels would reduce vehicle emissions and save on foreign exchange required forimporting petroleum fuel, improve on the balance of trade and create employment.3. A strategy for introduction of bio-fuel blends in the market was developed by the Government in2010. Facilities for ethanol-gasoline blending have been completed in Kisumu to be followed byEldoret and Nakuru.
