4.4.6 Policies and Strategies and Implementation Plan – Electricity TransmissionPolicies and StrategiesElectricity Transmission1. The Government shall support open access of the transmission networktaking into account existing contractual commitments and provide amechanism for determination of wheeling charges applicable totransmission lines.2. The Government will establish the legal and regulatory mechanisms forcompetitive electricity market and further support regional integration of thepower system to enhance regional power trade.3. The Government will continue to fund the development of the nationaltransmission system to enhance affordability. The Government willcontinue to assist transmission licensees access credit to enhancecapacity, improve reliability and reduce losses in the networks.4. The Government will designate and provide, legal and institutionalframework for an independent system operator (ISO).5. Ensure adequate and timely national transmission infrastructure is put inplace including evacuation of electrical energy from early generationgeothermal plants.6. The distribution network entails receipt of bulk supply of electrical energy from generation ortransmission network and transfer of this energy through distribution lines and distributionsubstations to consumers. The capacities of the distribution substations and distributiontransformers as at 30 th June <strong>2013</strong> were 2,800MVA and 6,195MVA respectively. The distributionlines comprised of 1,097 km of 66 kV lines, 16,136 km of 33 kV lines, 28,818 km of 11kV linesand low voltage lines. The distribution assets are owned by GoK, KPLC and REA.2. Customer Average Interruption Duration Index (CAIDI) improved from 4.28 hours in 2010/11to3.03 hours in 2011/12. KPLC aims at improving, this to 3 hours by <strong>2013</strong>/<strong>14</strong>. Emphasiscontinued to be given to resolving repetitive breakdown cases to reduce the number ofincidences and improve repair time.
