Türkiye de dahil birçok ülkenin önümüzdeki dönemde düşük petrol fiyatları ile<br />

yaşamayı öğrenmesi ve buna göre stratejilerini revize etmesi gerekiyor.<br />

LEARNING TO LIVE WITH LOW OIL PRICES<br />

In the upcoming period, a great number of countries -including Turkey- have to<br />

learn to live with low oil prices and review their strategies accordingly.<br />

Bundan bir yıl öncesine kadar birçok<br />

enerji ve finans yöneticisine petrol<br />

fiyatlarının 49 dolar seviyelerine<br />

düşeceğini söyleseydiniz, büyük bir<br />

olasılıkla sizinle dalga geçilecek ve başka bir<br />

konudan konuşulmaya başlanacaktı. Birçok<br />

prestijli yatırım kurumu, hatta Uluslararası<br />

Enerji Ajansı bile bugünkü düşük fiyatları<br />

öngöremedi. Bir sene içerisinde üç haneli<br />

fiyatlardan 49 dolar seviyelerine gerileyen<br />

petrol fiyatlarının aynı seviyelerde daha ne<br />

kadar kalacağı ve bunun nelere yol açacağı<br />

ciddi bir merak konusu. Açıkçası düşen talebe<br />

rağmen giderek artan arz, fiyatların uzun<br />

bir süre daha düşük seyredeceğini gösteriyor.<br />

Artık herkesin uzun bir süre bu düşük<br />

fiyatlara göre stratejilerini revize etmesi ve<br />

bununla yaşamayı kabul etmesi gerekiyor.<br />

Gerilemenin orta vadede pek de düzelmesi<br />

beklenmiyor. Bunun başlıca nedeni ise yaşanan<br />

arz-talep dengesizliği. Hazar Strateji<br />

Enstitüsü Uzmanı Doç. Dr. Fatih Macit,<br />

“2008 ila 2013 yılları arasında dünyadaki<br />

günlük petrol üretimi 3,5 milyon varil artmış.<br />

directors would most likely<br />

tease you and change the subject<br />

if you had told them that oil prices<br />

were to decrease to 49 dollars. Most of prestigious<br />

investment institutions, even the<br />

International Energy Agency, failed to foresee<br />

today’s low prices. Within just one year,<br />

oil prices declined from three-digit numbers<br />

to 49 dollars and it is still unknown for<br />

how long prices will remain low and what<br />

the consequences will be. Actually increasing<br />

supply despite decreasing demand<br />

indicates that oil prices will remain low<br />

for a longer period of time. Now everybody<br />

has to admit low oil prices and revise their<br />

strategies accordingly.<br />

The low prices are not expected to recover<br />

in the medium term. Primary reason of this<br />

decline is the imbalance between supply<br />

and demand. Caspian Strategy Institute<br />

Expert Assoc. Prof. Fatih Macit says: “Oil<br />

production per day has increased by 3.5<br />

million barrels around the world from 2008<br />

to 2013. By 2014, this number increased by<br />

2.4 million barrels in just one year. Increase<br />

in supply is really high in recent years.” The<br />

world oil market has witnessed significant<br />

supply increase after the shale oil revolution<br />

in the USA.<br />

THIS DECLINE IS NOT A CONJUNCTURAL<br />

DEVELOPMENT<br />

Demand is sharply declining while supply<br />

rises. Chinese economy announces the lowest<br />

growth rates in recent years. China held<br />

a remarkable part of the oil consumption.<br />

European economy does not seem bright as<br />

well. Besides, energy demand is decreasing<br />

throughout the world. In an analysis published<br />

in French newspaper Le Monde about<br />

the devaluation of Chinese Yuan, Société<br />

Générale Energy Analyst Thierry Bros says,<br />

“This is not just a conjunctural development.<br />
