Saray’ı kısmen rahatlattı. Yemen’de askeri<br />
gücünü test eden Suudi Arabistan’ın<br />
İran karşısında pek bir şansının olmayacağı<br />
görüldü. Mısır’da devam eden<br />
sorunların ve yaşanan sürecin ülkeyi ne<br />
ölçüde geri plana ittiği ise ortada. ABD,<br />
Türkiye ile ortaklık sürecindeki engellerin<br />
aşılarak, taraflar arasında güvene<br />
dayalı mutabakatın sağlanmasının, terörle<br />
mücadelede en kritik satranç taşı<br />
olduğunu görüyor. Orta ve uzun vadeli<br />
gelişmelere bakıldığında Türkiye PKK<br />
ve IŞİD ile mücadele stratejisinde NATO<br />
ve ABD ile daha kapsamlı ve sorumluluk<br />
üstlenmesini gerektiren roller alabilir. Bu<br />
kapsamda İncirlik Üssü, IŞİD’le mücadelede<br />
oyunun kurallarını değiştirecek<br />
bir öneme sahip. Obama yönetiminde<br />
özellikle Afganistan’da kullanılmaya<br />
başlanan insansız insansız hava araçları<br />
muhtemelen İncirlik Hava Üssü’nün kullanıma<br />
açılmasıyla Suriye’de IŞİD’e karşı<br />
da kullanılacak. Ancak bu stratejide en<br />
hassas nokta insansız hava araçlarının<br />
sivil kayıplara yol açma riski. IŞİD’in de<br />
bu tehlikeyi Ortadoğu’da ABD aleyhine<br />
büyük bir propaganda olarak kullanma<br />
riski bulunuyor. Bu stratejik aksiyonların<br />
tamamı, Türkiye-ABD ilişkileri kadar,<br />
Türkiye’nin İsrail ile de münasebetlerinin<br />
gelişimine katkıda bulunabilir. Ancak<br />
unutmamak gerekir ki terörle mücadele<br />
uzun, süreklilik isteyen ve yorucu bir<br />
politikadır. Başarısının katsayısı ise halkların<br />
ve devletlerin kararlı tutumlarıyla<br />
doğru orantılıdır. Türkiye ve ABD’nin<br />
farklı bölgesel endişelerine rağmen<br />
birlikte sergileyecekleri ortak terörle<br />
mücadele modeli bölge istikrarı ve barışı<br />
açısından büyük önem arz ediyor.<br />

agreement about the fight against Daesh.<br />
However, the PKK is a very serious threat<br />
to our friends, to our Turkish partners.<br />
And therefore, when the PKK launches<br />
attacks inside Turkey, Turkey has a right<br />
to respond. We now have agreement with<br />
Turkey on a set of principles about what<br />
we are going to try to do together. Step<br />
one of that, the first phase, is the air campaign,<br />
and that’s now moving forward.<br />
The second phase is trying to clear Daesh<br />
out of this very critical, strategically<br />
located area in Syria from – really from<br />
Azaz to Jarabulus.<br />
A GAME CHANGER: INCIRLIK AIR BASE<br />
From US perspective, reaching a nuclear<br />
agreement with Iran has been some sort<br />
of a relief for the White House. It is understood<br />
that Saudi Arabia, testing its military<br />
power in Yemen, will not have any chance<br />
against Iran. The negative impact of ongoing<br />
problems and the current condition in<br />
Egypt can be clearly seen in the country.<br />
It is obvious for the US that overcoming<br />
the obstacles in the partnership process<br />
with Turkey and reaching an agreement<br />
based on trust between parties is the most<br />
vital chessman for fighting against terrorism.<br />
In terms of medium and long term<br />
developments, Turkey can assume more<br />
comprehensive and responsibility-based<br />
roles with NATO and the USA in its fight<br />
against PKK and ISIS. Within this context,<br />
the Incirlik Base has vital importance<br />
as it can change the rules of the game in<br />
the fight against ISIS which is regarded<br />
as a “Game Changer” by Americans.<br />
Unmanned drones, which were first used<br />
in Afghanistan in the Obama era, will probably<br />
be used against ISIS in Syria in order<br />
to bring the Incirlik Air Base into service.<br />
However, the most sensitive issue in this<br />
strategy is the risk of human loss due to unmanned<br />
aerial vehicles. ISIS may use this<br />
risk as a huge propaganda against the USA<br />
in the Middle East. All of these strategic<br />
actions can contribute to Turkey-US relations<br />
as well Turkey-Israel relations. But it<br />
should always be kept in mind that fighting<br />
against terrorism is a long and exhausting<br />
policy which requires continuity. Its success<br />
is directly related to the commitment<br />
of people and governments. Adopting a<br />
joint model for the fight against terrorism<br />
by Turkey and the USA despite their differing<br />
regional concerns is of great importance<br />
for sustainability and peace in the region.<br />
