Prelude:<br />

<strong>Judicial</strong> systems throughout the world take either of the<br />

two prominent regimes: the Unified <strong>Judicial</strong> <strong>System</strong> or the<br />

Dual <strong>Judicial</strong> <strong>System</strong>. Pursuant to the Unified <strong>Judicial</strong> <strong>System</strong><br />

there is a single judicial regime in the state where all types<br />

of legal disputes will be tried and determined irrespective of<br />

the nature of the parties involved. On the other hand, under<br />

the Dual <strong>Judicial</strong> <strong>System</strong> there are specialized courts to try<br />

administrative disputes where the state is a party, and other<br />

structure of courts to try and determine other types of cases.<br />

The Kingdom of Saudi Arabia has adopted the Dual<br />

<strong>Judicial</strong> <strong>System</strong> as the Board of Grievances considers the<br />
