Prelude:
Judicial systems throughout the world take either of the
two prominent regimes: the Unified Judicial System or the
Dual Judicial System. Pursuant to the Unified Judicial System
there is a single judicial regime in the state where all types
of legal disputes will be tried and determined irrespective of
the nature of the parties involved. On the other hand, under
the Dual Judicial System there are specialized courts to try
administrative disputes where the state is a party, and other
structure of courts to try and determine other types of cases.
The Kingdom of Saudi Arabia has adopted the Dual
Judicial System as the Board of Grievances considers the
