rights provided for in section (b) above to certain limits<br />

provided that such limits shall be according to law and must<br />

be necessary in order to respect others and their rights, or<br />

to protect national security, public order, public health or<br />

public morals. This is validation that exercise of freedom of<br />

opinion and expression may be subject to certain limitations<br />

that relate to others’ interests or the interest of community<br />

at large; however, such limitations must not infringe the<br />

content of the right itself.<br />

Numerous international declarations and other<br />

conventions provide for the importance of the independence,<br />

plurality and freedom of the media.<br />

b) Freedom of Opinion and Expressions on the Regional<br />

Level:<br />

Freedom of opinion and expression has been enshrined in<br />

numerous regional conventions and treaties, namely, article<br />

(22) of Cairo Declaration on Human Rights in Islam which<br />

provides that:<br />

1. “Everyone shall have the right to express his opinion<br />

freely in such a manner as would not be contrary to the<br />

principles of the Sharia.<br />

2. Everyone shall have the right to advocate what is right,<br />

and propagate what is good, and warn against what is<br />

wrong and evil according to the norms of Islamic Sharia.<br />

3. Information is vital necessity to society. It may not<br />

be exploited or misused in such a way as may violate<br />

sanctities and the dignity of Prophets, undermine moral<br />
