Substantive and Procedural Law<br />

It is well established under the discipline of law that<br />

a legal rule, considering the content of the legal rule and<br />

its subject matter, is divided into two main categories: the<br />

substantive rules and the procedural rules.<br />

The substantive rules mean the binding legal rules that<br />

determine rights and duties whether laid down by the<br />

legislative power or out of a personal behavior made by<br />

an individual. The significance of these rules relates to the<br />

subject to the right itself, and determines matters that in<br />

reality are part of the essence of the right such as stating the<br />

trueness of right or duty: how it emerges, to be exercised<br />
