Judicial System in Saudi Arabia
Substantive and Procedural Law

It is well established under the discipline of law that
a legal rule, considering the content of the legal rule and
its subject matter, is divided into two main categories: the
substantive rules and the procedural rules.
The substantive rules mean the binding legal rules that
determine rights and duties whether laid down by the
legislative power or out of a personal behavior made by
an individual. The significance of these rules relates to the
subject to the right itself, and determines matters that in
reality are part of the essence of the right such as stating the
trueness of right or duty: how it emerges, to be exercised
