<strong>Judicial</strong> <strong>System</strong> in Saudi Arabia<br />

by a country laws may change according to security<br />

circumstances in such countries, or by changes to culture,<br />

customs and tradition norms, and sometimes conditions<br />

outside countries may play role in limiting or expanding<br />

this freedom. As a result, freedom of expression is still<br />

subject to controversy in many countries and communities<br />

including developed countries with respect to protection of<br />

human rights in a manner driving some of these countries to<br />

set certain standards representing a general framework for a<br />

possible room for human rights protection.<br />

Despite the fact that constitutions texts of most of<br />

the countries comprise provisions guaranteeing freedom<br />

of opinion and expression; however these texts remain<br />

formal provisions and barely adhered to in practice.<br />

Although domestic laws of some states differ / vary as to<br />

permission to disparage or critique of religions or others’<br />

beliefs, nevertheless the UN urges states to adopt laws that<br />

protect respect of religions and prohibit blasphemies against<br />

others’ beliefs because faith is the first influence on human<br />

sentiments, so blasphemies are likely to raise uncalculated<br />

response/ reaction from believers; yet, some states still<br />

believe that such is tantamount to limiting freedom of<br />

opinion and expression though such is not based on sensible<br />

strong arguments. If freedom of expression is a right of<br />

the individual, then disparaging beliefs of others or be<br />

disrespectful to Allah Al Mighty, prophets or messengers<br />

is a violation of the rights of those believers and it cannot<br />
