Second: Rulings not subject to appeal: these are rulings<br />

in minor cases that are less important to be appealed against<br />

before the appeal courts, and these types of cases will be<br />

determined by the Supreme <strong>Judicial</strong> Council. (1)<br />

Third: Rulings subject to appeal: these are rulings relating<br />

to cases not filed before appeal courts only upon request of<br />

the aggrieved party, so if such party is content of the ruling<br />

made not in his favor there will be no need to appeal against<br />

the ruling – this category includes rulings relating to cases<br />

not classified under the two previous categories. (2)<br />

Fourth: first instance courts: the first instance courts<br />

are the first in the hierarchy of the Saudi courts structure,<br />

general and specialized, and any of the parties to an action<br />

may appeal against rulings issued by them. (3)<br />

Formation of first instance courts: first instance courts<br />

shall be formed in districts, provinces, centers and its circuits<br />

shall be composed as follows:<br />

First: general courts: general courts function through<br />

specialized courts as follows:<br />

• Enforcement circuits: shall have the jurisdiction<br />

of judicial enforcement as provided for under the<br />

Enforcement Law whether enforcing judicial rulings<br />

or any other enforcement instruments. (4)<br />

• Circuits for one party unilateral transaction: these<br />

concern matters falling outside the jurisdictions of<br />
