Strategy:<br />
Embed strong governance, policy, planning, evaluation and reporting mechanisms to<br />
achieve the highest level of performance<br />
NTDCS Policy Framework<br />
In <strong>2015</strong>-<strong>16</strong>, the Department developed and<br />
launched the NTDCS Policy Framework to provide<br />
a more structured and consistent approach to the<br />
establishment of policy positions, deliver guidance to<br />
staff and other stakeholders on policy prioritisation<br />
and requirements for the development and review of<br />
policy documents across the agency.<br />
The aim of the Framework is to promote and<br />
strengthen document governance to ensure<br />
instructing documentation is clear, accurate and<br />
consistent.<br />
A number of components form the NTDCS<br />
Policy Framework with the Department’s policy<br />
development model at its core:<br />
In 20<strong>16</strong>-17, the focus will be on refining<br />
and further developing other elements of<br />
the Framework to promote and facilitate its<br />
full implementation including:<br />
• the policy and procedures for the<br />
development of all NTDCS policy<br />
documents, following its initial<br />
implementation stage<br />
• the outline of consultation,<br />
approval, policy release and<br />
implementation requirements to<br />
ensure the ongoing governance of<br />
these processes<br />
• policy development,<br />
implementation and review<br />
tracking and reporting tools<br />
• the establishment of a policy risk<br />
register to inform policy priorities<br />
across NTDCS at a strategic and<br />
operational level<br />
• the re-establishment of the<br />
Document Governance Group to<br />
drive the development and review<br />
of key operational policies in line<br />
with the risk assessment<br />
• the continuation of the Policy<br />
Forums where the Executive<br />
Leadership Group meets to discuss<br />
and resolve outstanding policy<br />
decisions.<br />
It is expected that from July 2017 the Policy<br />
Framework will be fully operational.<br />
