Recommendation 9:<br />

• The new formal incentive scheme<br />

is closely linked to the redesigned<br />

classification system. Formalisation<br />

of the scheme is yet to occur across<br />

both centres. This scheme will be<br />

finalised across both Centres when<br />

the Alice Springs centre returns to<br />

full operations.<br />

Recommendation 10:<br />

• The detention centres have<br />

been issued personal protection<br />

equipment and staff have been<br />

trained in its use.<br />

Recommendation 11:<br />

• NTDCS has developed a<br />

predominantly permanent staffing<br />

model.<br />

• NTDCS has also commenced bulk<br />

recruitment of YJOs aligning the<br />

quality and process of recruitment<br />

of these staff to that of correctional<br />

and community corrections officers.<br />

• The bulk recruitment process feeds<br />

in directly to the establishment of<br />

the permanent staffing model.<br />

Recommendation 12:<br />

• As previously stated under<br />

Recommendation 3, YJOs have<br />

commenced training in the<br />

utilisation of Changing Habits and<br />

Reaching Targets (CHART).<br />

• Additional to CHART, the following<br />

programs are also being delivered:<br />

Safe Sober Strong; Alcohol and<br />

Other Drugs – Youth Program<br />

(DAISY); Individual Sex Offender<br />

program; Individual Violent Offender<br />

Program; and the Step-Up (Violence)<br />

Program.<br />

Recommendation 13:<br />

• Multi-disciplinary decision making<br />

is common practice across youth<br />

detention centres: classification and case<br />

management are conducted with the<br />

attendance of involved Government and<br />

NGO stakeholders, and where possible,<br />

family members.<br />

Recommendation 14:<br />

• The former and temporary Holtze Youth<br />

Detention Centre is no longer in use and<br />

the new DDYDC has been established at<br />

the former Darwin Correctional Centre<br />

Berrimah site.<br />

Recommendation 15:<br />

• Aranda House in Alice Springs is no longer<br />

being used as a youth holding centre.<br />

Recommendation <strong>16</strong>:<br />

• NTDCS continues to operate the Seek<br />

Education and Employment not Detention<br />

program (known as SEED) with young<br />

people both in and out of detention.<br />
