OUR ORGANISATION<br />

Leadership, Ethics and Culture<br />

NTDCS recognises that leadership, culture and<br />

ethical behaviour are critical to implementing a<br />

strong corporate governance framework.<br />

These elements enable staff to:<br />

• understand their roles and responsibilities<br />

• continuously improve performance and<br />

minimise risks<br />

• enhance stakeholder and public<br />

confidence in the Department<br />

• meet legal, ethical and public service<br />

obligations.<br />

The Executive Leadership Group (ELG) convenes<br />

weekly with the Commissioner Mark Payne<br />

APM, Deputy Commissioner, Rob Steer,<br />

Executive Director Community Corrections,<br />

Tracy Luke, Executive Director Corporate and<br />

Strategic Services, Ros Lague, Acting Executive<br />

Director Correctional Programs and Services,<br />

Amanda Nobbs-Carcuro, and Acting Executive<br />

Director Custodial Operations, William Yan.<br />

The NTDCS Code of Conduct is issued in<br />

accordance with the Northern Territory Public<br />

Service (NTPS) Code of Conduct (Employment<br />

Instruction 12), which provides specific guidance<br />

on a range of ethical and moral issues which<br />

may affect employees from time to time. All<br />

employees are in a position of trust requiring<br />

standards of behaviour that reflect community<br />

expectations.<br />

The Code of Conduct provides practical<br />

guidelines on how these ethical standards are to<br />

be maintained and enhanced.<br />

NTDCS offers a supportive learning environment<br />

to all staff to ensure their awareness and<br />

understanding of their role and responsibilities<br />

under this framework. It is through consistent<br />

communication and actions that leaders support<br />

ethical behaviour within NTDCS and influence the<br />

culture necessary to support the objectives of the<br />

Department and achieve the required results.<br />

While systems and structures can provide an<br />

environment conducive to good corporate<br />

governance practices, it is acts or omissions of<br />

the people charged with relevant responsibilities<br />

that will determine whether objectives are<br />

achieved.<br />

NTDCS aims to display integrity, transparency<br />

and ethical accountability while acting in the<br />

best interests of the community by ensuring the<br />

ethical use of public assets and resources.<br />

NTDCS strives to be equitable, culturally<br />

diverse and professional in the quality of<br />

services delivered to people under our care and<br />

supervision, and to the general community.<br />

NTDCS has a specific agency Code of Conduct<br />

describing the standards of behaviour expected<br />

from all employees.<br />
