OUTPUTS AND PERFORMANCE<br />
Output Groups<br />
Introduction<br />
The Department was funded through five output<br />
groups in <strong>2015</strong>-<strong>16</strong>, being: Custodial Services,<br />
Correctional Industries and Employment,<br />
Community Corrections, Youth Justice and<br />
Corporate and Governance.<br />
Following a restructure, the output group Custodial<br />
Services changed in March 20<strong>16</strong>, to include Youth<br />
Detention and Industries and Employment, and was<br />
renamed Custodial Operations.<br />
This output group provides:<br />
• a safe, secure and humane custodial<br />
service including rehabilitation and care of<br />
adult prisoners and youth detainees;<br />
• targeted and relevant educational and<br />
training opportunities to adult prisoners<br />
and youth detainees;<br />
• the establishment and growth of<br />
correctional industries as a commercial<br />
enterprise within a correctional<br />
environment;<br />
• targeted and relevant employment<br />
opportunities for adult prisoners via<br />
correctional centre based, outside or<br />
private employment; and<br />
• promoting the generation of revenue<br />
through the establishment and growth of<br />
those correctional industries.<br />
Adult correctional facilities include the Darwin<br />
Correctional Centre at Holtze, the Alice Springs<br />
Correctional Centre, the Barkly Work Camp in<br />
Tennant Creek and the Datjala Work Camp in<br />
Nhulunbuy.<br />
Community Corrections is comprised of Community<br />
Corrections and the Parole Board Secretariat.<br />
Youth Justice was renamed Correctional<br />
Programs and Services in March 20<strong>16</strong>, with<br />
the move of Youth Detention to Custodial<br />
Operations. This division is now comprised of<br />
Offender Programs, including Reintegration,<br />
Indigenous and Youth programs and Youth<br />
Justice Policy.<br />
This output group contributes to community<br />
safety by reducing offending and re-offending<br />
through targeted programs and services.<br />
This output group provides:<br />
• administration of youth diversion and<br />
support programs through grants;<br />
• targeted and evidence based<br />
programs and services to meet the<br />
criminogenic needs of offenders to<br />
increase community safety;<br />
• access to rehabilitation support,<br />
including pre and post release<br />
support to offenders to assist in<br />
reducing the rate of recidivism;<br />
• the Early Intervention Youth Boot<br />
Camp Program that aims to prevent<br />
young people from entering the<br />
youth justice system and the<br />
Sentenced Youth Boot Camp<br />
Program that aims to break the cycle<br />
of offending behaviour of young<br />
people in the justice system; and<br />
• a structured environment in which<br />
offenders are given opportunities to<br />
address their offending behaviour<br />
and to successfully reintegrate with<br />
the community.<br />
This output group provides:<br />
• assessment, monitoring and supervision<br />
services to community based adult and<br />
youth offenders in line with orders issued<br />
by the courts and the Parole Board; and<br />
• secretariat support to the Parole Board,<br />
undertaking all associated administrative<br />
duties.<br />
