frequency, durati<strong>on</strong> and resources. Moreover, the standard provides guidance<br />

related to the inspecti<strong>on</strong> process itself, covering the main steps of an <strong>on</strong>-site<br />

inspecti<strong>on</strong>: preparati<strong>on</strong>, investigati<strong>on</strong>, reporting, and follow-up.<br />

Another JSS developed in 2016 relates to the supervisi<strong>on</strong> of car financing<br />

instituti<strong>on</strong>s (CFIs). CFIs are credit instituti<strong>on</strong>s whose main business activity is<br />

granting leasing c<strong>on</strong>tracts or loans to finance the purchase of motor vehicles. Based<br />

<strong>on</strong> an initial review of risks related to this business model, the primary objective of<br />

this JSS is to ensure a c<strong>on</strong>sistent, high-quality and proporti<strong>on</strong>ate approach to the<br />

supervisi<strong>on</strong> of CFIs within European banking supervisi<strong>on</strong>.<br />

Work was started <strong>on</strong> a JSS <strong>on</strong> the licensing of LSIs with FinTech business<br />

models, i.e. instituti<strong>on</strong>s whose banking-related <strong>activities</strong> centre <strong>on</strong> technologicallyenabled<br />

innovati<strong>on</strong>. The aim of this JSS is to ensure that the specific risks related to<br />

these innovative business models are addressed appropriately in the licensing<br />

process, according to standards equivalent to those applying to other types of credit<br />

instituti<strong>on</strong>s.<br />

<str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong> also established a crisis management cooperati<strong>on</strong><br />

framework for the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> and the NCAs. The purpose of the LSI Crisis Management<br />

Cooperati<strong>on</strong> Framework is to assist the tasks of the NCA as resp<strong>on</strong>sible authority for<br />

LSI crisis management and of the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> as resp<strong>on</strong>sible authority for deciding <strong>on</strong><br />

comm<strong>on</strong> procedures.<br />

In 2016 the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>, together with the NCAs, also made further progress in developing<br />

a comm<strong>on</strong> methodology for the Supervisory Review and Evaluati<strong>on</strong> Process<br />

(SREP) for LSIs. As the SREP is the main tool of banking supervisi<strong>on</strong>, its<br />

harm<strong>on</strong>isati<strong>on</strong> will be an important step towards fostering c<strong>on</strong>vergence in LSI<br />

supervisi<strong>on</strong>. The project was initiated in 2015. The work started in 2016 focused <strong>on</strong><br />

capital and liquidity quantificati<strong>on</strong>. It will be subject to a trial in 2017, with the<br />

objective of having a comm<strong>on</strong> SREP system for a first subset of LSIs from 2018<br />

<strong>on</strong>wards. The proposed SREP methodology for LSIs is derived from the SSM SREP<br />

methodology for significant instituti<strong>on</strong>s; it will be applied to LSIs in a proporti<strong>on</strong>ate<br />

manner and adjusted to their specificities.<br />

<str<strong>on</strong>g>ECB</str<strong>on</strong>g> and NCA cooperati<strong>on</strong> <strong>on</strong> LSI supervisi<strong>on</strong><br />

Cooperati<strong>on</strong> between the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> and the NCAs is essential in developing c<strong>on</strong>sistent<br />

and high-quality LSI supervisi<strong>on</strong>. More generally, cooperati<strong>on</strong> entails a range of<br />

<strong>on</strong>going processes for day-to-day <strong>activities</strong> and the definiti<strong>on</strong> of joint <strong>supervisory</strong><br />

standards and methodologies related to LSIs. Under the auspices of the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>, NCAs<br />

share their different experiences and enhance their knowledge of the euro area’s LSI<br />

sector and its supervisi<strong>on</strong>.<br />

The development of <strong>supervisory</strong> standards for LSIs was backed by a growing<br />

number of projects undertaken jointly by the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> and the NCAs. In additi<strong>on</strong>,<br />

cooperati<strong>on</strong> between the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> and NCAs c<strong>on</strong>tributed to ensuring the c<strong>on</strong>tinuous<br />

m<strong>on</strong>itoring of the LSI sector.<br />
