The year-<strong>on</strong>-year increase in total expenditure incurred for <strong>supervisory</strong> tasks in 2016<br />

is primarily explained by the full-year impact of decisi<strong>on</strong>s and developments that took<br />

place in the course of 2015. These include the increase in the total number of <str<strong>on</strong>g>ECB</str<strong>on</strong>g><br />

staff working <strong>on</strong> banking supervisi<strong>on</strong>, the relocati<strong>on</strong> to permanent premises and the<br />

provisi<strong>on</strong> of statistical and IT infrastructure.<br />

Other cost increases are related to the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s involvement in the biennial stress test<br />

c<strong>on</strong>ducted by the EBA. The related efforts were, as far as possible, covered by reprioritising<br />

tasks and drawing <strong>on</strong> NCA staff and external c<strong>on</strong>sultants. The cost of the<br />

external resources amounted to €2.2 milli<strong>on</strong> for NCA sec<strong>on</strong>dees and €8.2 milli<strong>on</strong> for<br />

c<strong>on</strong>sultants.<br />

Salaries and benefits<br />

Salaries and benefits comprise all salary-related expenditures, including overtime,<br />

allowances and costs in relati<strong>on</strong> to post-employment benefits, for <strong>supervisory</strong> staff<br />

and staff of the shared services.<br />

The actual expenditure for 2016 salaries and benefits was €180.6 milli<strong>on</strong>,<br />

representing 47% of the total expenditure for banking <strong>supervisory</strong> tasks. Actual<br />

expenditure in this category has a c<strong>on</strong>sumpti<strong>on</strong> rate of 93% compared with<br />

estimated expenditure, representing an underspend of €13.0 milli<strong>on</strong>. This<br />

underspend is partly related to a lower average occupati<strong>on</strong> rate than projected. By<br />

the end of 2016 approximately 97% of the approved headcount for the core SSM<br />

business areas was filled or being filled through recruitment.<br />
