5 <str<strong>on</strong>g>Report</str<strong>on</strong>g>ing <strong>on</strong> budgetary c<strong>on</strong>sumpti<strong>on</strong><br />
The SSM Regulati<strong>on</strong> provides that the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> must be able to dispose of adequate<br />
resources to carry out its <strong>supervisory</strong> tasks effectively. These resources are financed<br />
via a <strong>supervisory</strong> fee borne by the entities under <str<strong>on</strong>g>ECB</str<strong>on</strong>g> supervisi<strong>on</strong>.<br />
The expenditure incurred for <strong>supervisory</strong> tasks is separately identifiable within the<br />
<str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s budget. 53 The budgetary authority of the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> is vested in its Governing<br />
Council. This body adopts the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s annual budget following a proposal of the<br />
Executive Board in c<strong>on</strong>sultati<strong>on</strong> with the Chair and Vice-Chair of the Supervisory<br />
Board for matters related to banking supervisi<strong>on</strong>. The Governing Council is assisted<br />
by the Budget Committee (BUCOM), which c<strong>on</strong>sists of members from all the NCBs<br />
of the Eurosystem and the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>. BUCOM evaluates the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s reports <strong>on</strong> budget<br />
planning and m<strong>on</strong>itoring and reports <strong>on</strong> them directly to the Governing Council.<br />
The <str<strong>on</strong>g>ECB</str<strong>on</strong>g> anticipates expenditure growth in 2017 for the direct supervisi<strong>on</strong> of<br />
significant instituti<strong>on</strong>s. This growth is related to the different <strong>activities</strong> foreseen in<br />
“<str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong>: SSM priorities 2017”, most notably the launch of the<br />
targeted review of internal models (TRIM). Furthermore, as explained in Secti<strong>on</strong> 4.3,<br />
in December 2016 the Governing Council took a decisi<strong>on</strong> to further increase the<br />
number of <str<strong>on</strong>g>ECB</str<strong>on</strong>g> staff working <strong>on</strong> banking supervisi<strong>on</strong> as of 2017. By c<strong>on</strong>trast, the<br />
expenditure incurred for the indirect supervisi<strong>on</strong> of less significant instituti<strong>on</strong>s in 2017<br />
is expected to remain at a level comparable to 2016.<br />
5.1 Expenditure for 2016<br />
The expenditure incurred by the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> for the c<strong>on</strong>duct of <strong>supervisory</strong>-related tasks<br />
primarily c<strong>on</strong>sists of the direct expenses of the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong><br />
Directorates General and the Secretariat to the Supervisory Board. The <strong>supervisory</strong><br />
functi<strong>on</strong> also relies <strong>on</strong> shared services provided by the existing business areas of the<br />
<str<strong>on</strong>g>ECB</str<strong>on</strong>g>, including premises, human resources management, administrative services,<br />
budgeting and c<strong>on</strong>trolling, accounting, legal, communicati<strong>on</strong> and translati<strong>on</strong> services,<br />
internal audit, statistical and informati<strong>on</strong> technology services.<br />
Expenditure in 2016 was 10% lower<br />
than estimated<br />
In April 2016 the Governing Council adopted the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> decisi<strong>on</strong> <strong>on</strong> the amount to be<br />
recovered via <strong>supervisory</strong> fees in 2016. This decisi<strong>on</strong> set the estimate for annual<br />
expenditure for banking <strong>supervisory</strong> tasks at €423.2 milli<strong>on</strong>. 54 At the end of 2016 the<br />
<str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s expenditure for <strong>supervisory</strong> tasks stood at €382.2 milli<strong>on</strong>. This was 10% less<br />
than estimated, resulting in a surplus of €41.1 milli<strong>on</strong> compared with the expenditure<br />
