In the course of 2016 the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> published <strong>on</strong> its website 34 replies to questi<strong>on</strong>s from<br />
MEPs <strong>on</strong> <strong>supervisory</strong> matters. The letters explained the legal framework as well as<br />
the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s policies <strong>on</strong> a broad range of <strong>supervisory</strong> topics, such as the 2016 EBA<br />
stress test exercise, the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s <strong>supervisory</strong> acti<strong>on</strong>s, the SREP and n<strong>on</strong>-performing<br />
loans.<br />

Moreover, in line with the Interinstituti<strong>on</strong>al Agreement,<br />
the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> transmitted the records of proceedings of its<br />
Supervisory Board meetings to the European<br />
Parliament. In 2016 a new format was introduced to<br />
further improve the records of proceedings, which now<br />
provide the European Parliament with better informati<strong>on</strong><br />
<strong>on</strong> the issues that were discussed during the<br />
Supervisory Board meetings. The European Parliament<br />
expressed its satisfacti<strong>on</strong> with this new format.<br />

With regard to the EU Council, in 2016 the Chair of the<br />
Supervisory Board attended two meetings of the<br />
Eurogroup in banking uni<strong>on</strong> compositi<strong>on</strong>: <strong>on</strong> 22 April<br />
the Chair presented the 2015 <str<strong>on</strong>g>ECB</str<strong>on</strong>g> <str<strong>on</strong>g>Annual</str<strong>on</strong>g> <str<strong>on</strong>g>Report</str<strong>on</strong>g> <strong>on</strong><br />
<strong>supervisory</strong> <strong>activities</strong>, and <strong>on</strong> 9 November she attended<br />
an exchange of views <strong>on</strong> topics including the EBA<br />
stress tests, the 2016 SREP, n<strong>on</strong>-performing loans and<br />
the harm<strong>on</strong>isati<strong>on</strong> of the opti<strong>on</strong>s and nati<strong>on</strong>al discreti<strong>on</strong>s in the CRR/CRD IV.<br />
As part of the reporting requirements under the SSM Regulati<strong>on</strong>, representatives of<br />
the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> involved in banking supervisi<strong>on</strong> took part in exchanges of views with<br />
nati<strong>on</strong>al parliaments.<br />
Interacti<strong>on</strong> with the European Court of Auditors<br />
As part of the European Court of Auditors’ (ECA) audit of the “operati<strong>on</strong>al efficiency<br />
of the management of the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>”, c<strong>on</strong>ducted under Article 20(7) of the SSM<br />
Regulati<strong>on</strong>, <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong> had extensive exchanges with the ECA. The<br />
ECA published its first special report <strong>on</strong> the Single Supervisory Mechanism, “Good<br />
start but further improvements needed”, in November 2016. The ECA focused <strong>on</strong> the<br />
operati<strong>on</strong>al efficiency of the management of the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> in the area of banking<br />
supervisi<strong>on</strong> and acknowledged the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s achievements in setting up European<br />
banking supervisi<strong>on</strong>. Nevertheless, the report c<strong>on</strong>tains 13 recommendati<strong>on</strong>s <strong>on</strong><br />
which the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> gave its preliminary views in the report itself and <strong>on</strong> which it is<br />
currently following up. The key ECA recommendati<strong>on</strong>s focus <strong>on</strong> four areas: (i)<br />
governance (e.g. streamlining the <strong>supervisory</strong> decisi<strong>on</strong>-making process); (ii)<br />
accountability (e.g. developing and making public a formal performance framework);<br />
(iii) Joint Supervisory Teams (e.g. ensuring that nati<strong>on</strong>al authorities participate fully<br />
and proporti<strong>on</strong>ately in JST work); and (iv) <strong>on</strong>-site supervisi<strong>on</strong> (e.g. strengthening the<br />
presence of <str<strong>on</strong>g>ECB</str<strong>on</strong>g> staff in <strong>on</strong>-site inspecti<strong>on</strong>s).<br />
